Duties Manages and integrates Quality Assurance training and education development and training and education development management areas to enable and improve the analysis, design, development, implementation and evaluation Attends conferences and meetings within defense establishment and professional civilian community to ensure programs and projects are consistent with current trends and scientific advances. Develops and manages training plans to support course implementation. Provides expert advice, interpretation, and recommendation for change of command training policy. Plans, manages, coordinates, reviews, evaluates, and develops QA- related training and education job aids using current training and education development doctrine. Develops special course materials or job aids in areas where innovative ideas for ensuring student learning or job performance are required. Provides advice and guidance in most difficult areas of training and education design. Resolves problems that not only need complex performance technology or training and education development but may also need new and innovative approaches. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position is subject to working other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays. Basic Educational Requirement: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (Must include transcripts) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent which includes:1.) Performing educational and training performance analysis for large and complex organizations; 2.) Evaluating an educational program to determine accreditation standing;3.) Performing education/training quality assurance for a large and complex enterprise program; AND /OR 4.) Integrating training and education quality assurance to improve the analysis, design, development, implementation, and evaluation (ADDIE) of training and education. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
