Duties Serves as the Air Mobility Command SAP Information Systems Manager, Information Systems Security Manager (ISSM) for all AFSEC/SEWN Special Access Program (SAP) information technology systems. Serves as a Systems Administrator planning and coordinating the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of SAP hardware and software systems. Conduct SAP AIS Compliance Inspections for AFSEC/SEWN. Manages HQ AFSEC/SEWN SAP Information Assurance Awareness Program. Requirements Conditions of Employment U.S. Citizenship Required. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Recall to duty may be a requirement of this position. Incumbent must be eligible and maintain a TS/SCI security clearance (Special Compartmented Information) as well as be granted access to special access programs. This is a drug testing designated position. The employee is subject to random drug testing for drug use. If authorized, PCS will be paid IAW JTR and AF Regulations. Per DoD 8570.01-M, the incumbent of this position must have or obtain a Security+ certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the IA certification may result in removal from this position. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Utilization of SAP IT security principles, methods, practices, systems and procedures sufficient to administer the Information Assurance program at a MAJCOM level, analyze computer assets and establish security requirements, enforce mandatory access control techniques, identify violations, assess risks, and recommend corrective actions, assist in developing contingency plans, and provide information and assistance to customers on preparation of certification and accreditation packages. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Expert knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advice on new or revised security measures and countermeasures based on the results of accreditation reviews. Expert knowledge of the Risk Management Framework structure Risk Management Framework (RMF) structure, i.e., Joint Special Access Program Implementation Guide (JSIG); Security Categorization and Control Selection For National Security Systems (CNSSI) No. 1253; National Institute Standards and Technology (NIST),Security and Privacy Controls for Federal Information Systems and Organizations Special Publication 800-53; and Intelligence Community Directive (ICD) 503, Information Technology Systems Security, Risk Management Certification & Accreditation; and AF SAPCO, and AF IG and IG policies and processes. Expert knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Ability to develop and conduct training on information security. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy, to all levels of management and within integrated product teams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
