Summary You will serve as an Information Technology Specialist (Strategic Planning and Policy (PLCYPLN in the Information Systems Department (N-6) of NAVAIR TRAINING HUMAN CAPITAL MGMT GRP. Duties You will be responsible for advising the Command Information Officer and Naval Air Training staff regarding current and projected Cloud Computing matters. You will analyze current and future requirements for systems, application programming, application development, data engineering, database management, integration, design, development, and implementation of a cloud computing architecture. You will oversee the Cloud Computing Strategic Planning effort for Production, Test, and Development networks and systems. You will work with Department of Defense, government, contractor and vendor representatives to satisfy Naval Air Training Command goals. You will conduct complex research and continuous validation of rapidly evolving cloud technologies to develop enterprise-wide strategies, techniques and procedures. You will ensure all enterprise infrastructure-based capabilities and systems are managed and administered for operational efficiency. You will serve as Contracting Officer Representative responsible for monitoring and a managing multi-million dollar contracts by observing, documenting, and communicating contract performance. You will participate in the review, creation, modification, and implementation of current and projected Cloud Commuting Portfolio Management governance and compliance. You will apply a broad range of Information Technology Portfolio Managment experience and knowledge of Federal, Dept. of Defense, Dept. of Navy, and service level policies, procedure and processes. You will facilitate compliance with statutory and regulatory policies and rules governing Information Technology system requirements. You will be responsible for managing, monitoring, and maintaining accountability of property and inventory of Information Technology equipment. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to obtain and maintain a current valid United States driver's license. This is a Cyberspace Workforce position, work role code (PLCYPLN) (752), proficiency level intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: providing guidance and direction for employees in constantly changing and evolving priorities; overseeing development of new products, application modifications, security enhancements, and engineering new software capability solutions. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing guidance in planning and implementing strategic and tactical initiatives to support mission. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Giving advice, counsel, or instruction to employees on both technical and administrative matters; advise management on the advantages/impacts of incorporating new technology into the current communications architecture. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: solving problems, considering different approaches while dealing with incomplete or conflicting data, and resolve highly complex technical issues; coordinating the efforts of project teams. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: applying information technology policy and planning processes to develop and maintain strategic plans (e.g. budgets, workforce planning and management plans; policy needs) for organizational compliance.
