Duties Analyzes, plans, and controls the evaluation, purchase, installation, use, and disposition of assigned information technology assets supporting functional users. Exercises financial oversight and management to include budget formulation, execution, administration, and financial advice. Maintains Information Processing Management System (IPMS) accounts and the Automated Data Processing Equipment (ADPE) program, redistributing and replacing IT assets among users as needed in support of requirements. Reviews the provisions of information technology contracts and verifies invoices for the payment of funds to the vendors. Analyzes and evaluates communications-computer systems requirements documents (CSRDs) submitted by functional users. Controls inventory of assigned IT systems and assures physical accountability for installed hardware. Requirements Conditions of Employment U.S. Citizenship Required. Males must be registered for Selective Service, see . PCS costs are not authorized. This position is subject to provisions of the DoD Priority Placement Program. Disclosure of Political Appointments. Must be able to obtain and maintain a Secret Clearance. Employee may be required to travel on military or commercial aircraft to accomplish temporary duty. May be required to work other than normal duty hours which may include evenings, weekends, and/or holidays. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes: Applying customer support principles, IT analytical techniques and methods, IT systems in organization serviced, and telecommunication principles to evaluate and determine the requirements for information technology equipment and systems; application of standard budgetary methods, practices, procedures, regulations, standards, and policies; determining and coordinating the configuration of new hardware; and utilizing computer equipment installation planning, turnover, and acceptance testing. OR EDUCATION: Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Note: You must submit copies of your official transcripts) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of customer support principles, IT analytical techniques and methods, IT systems in organization serviced, and telecommunications principles to evaluate and determine the requirements for information technology equipment and systems. Working knowledge of the budget, budget systems, and the cost analysis process to include financial control methods, standards, and procedures. Knowledge of information technology configuration management principles and inventory control, and the regulations, standards, policies, and procedures related to the management, acquisition, and disposition of computer equipment. Ability to ensure overall compliance with contractual requirements and vendor hardware specifications for IT and telecommunications equipment and services. Ability to meet and work with customers using a high degree of tact and diplomacy. Ability to plan, organize, and prioritize work and communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
