Duties Serves as the 67 CW Program Management Director. Serves as a 67 CW recognized authority for the analysis and evaluation of cyber plans, programming and policy, exercises broadly-defined delegated authority to negotiate on the behalf of the 67 CW Commander to help define USAF and joint plans, programming and policy for execution. Serves as a recognized authority for Cyberspace Policy/Process, Capabilities Development. Serves as the 67 CW Senior Civilian and performs managerial/supervisory duties. Requirements Conditions of Employment U.S. Citizenship Required All new DCIPS employees are required to complete a two-year DCIPS trial period. Employee must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the duties and responsibilities of the position. Employee must pass initial and periodic short notice drug testing. The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of systems analysis concepts and methods, customer business requirements, applications software design concepts and methods, customer support principles, concepts and methods and analytical reasoning. Work encompasses developing requirements for new or modified applications, analyzing and determining optimal hardware and software configurations, complex and uncommon interfaces and policies and practices, proposals and approaches and a good understanding of contracting procedures and legal requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Understanding of cyberspace operations in order to operate network and information systems as well as to prefect, detect and/or mitigate IT and cyberspace vulnerabilities. Expert knowledge and experience in IT related disciplines. This position includes information assurance (IA) work as an embedded duty requirement. 2. Expert Knowledge of and demonstrated the ability to contribute to the development, interpretation and application of Federal, DOD and Service regulations and policy, program directives and guidance materials relevant to the USAF cyberspace mission and operations a Knowledge of the USAF cyberspace mission, authorities and capabilities; equivalent information regarding the roles and responsibilities of DOD cyberspace program partners. 3. Extensive knowledge of DOD, AF, AFSPC, and 67 CW policies, processes, missions, resources, operations, capabilities, and requirements. Knowledge of security procedures to maintain control of classified material. Ability to communicate effectively both orally and in writing, clearly, concisely, and with technical accuracy, negotiate complex issues, and maintain good working relations. Ability to work collaboratively with other senior-level managers and to effectively communicate the 67 CW objectives, priorities and parameters to define mutually-beneficial cyber courses of action. 4. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 5. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. 6. Extensive knowledge of management principles, and processes and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies; practical knowledge of broad financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives and an understanding of the operational requirements, concepts of operations and employment of information processing systems in military environments, including the structure and operations of the DOD GIG PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
