Summary You will serve as a INDUSTRIAL HYGIENIST in the Industrial Hygiene Program Office (IHPO)of NMRTC TWENTY NINE PALMS CA. This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service. Salary GS-7 $57,007-$74,110 Salary GS-9 $69,729-$90,647 Term appointment NTE 2 years may convert to permanent without further competition. Responsibilities You will perform industrial hygiene inspections, surveys and evaluations individually or part of a team. You will review industrial activity occupational health standards to determine conformity. You will identify deficiencies in existing occupational health programs and standards. You will maintain, calibrate and select appropriate equipment and conduct/oversee sampling. You will assess the need for quantitative determination of problems in ventilation; air contamination; noise and other physical stressors. You will conduct hazard evaluation of new products/processes for determining health hazard and provide recommendation. You will make recommendations that include controls for physical or chemical agents, and environmental stresses. Requirements Conditions of Employment Qualifications ALL Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Courses in the history or teaching of chemistry are not acceptable For the GS-07 In addition to meeting the Basic Requirements, Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing Industrial hygiene concepts, principles, concepts, principles and practices applicable to conduct industrial hygiene surveys in a wide variety of industries; Using quantitative assessment and/or statistical mean to assist Industrial Hygienists or Industrial Hygiene Technicians the evaluate/review pertinent information; AND Participating in or supporting senior Industrial Hygienist(s) recognizing, evaluating, correcting actions, and eliminating environmental conditions in the workplace that causes sickness, impaired health, or illness. For the GS-09 In addition to meeting the Basic Requirements, Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing Industrial hygiene concepts, principles, concepts, principles and practices applicable to conduct industrial hygiene surveys in a wide variety of industries; Conducting studies, analyzing findings, and preparing various reports; AND Identifying environmental conditions involving a variety of hazards, e.g., chemical, noise, heat, actinic rays, ionizing and non-ionizing radiation, and other environmental physical agents in industrial shops, production areas, laboratories, confined areas, and outdoor work sites. Education ALL APPLICANTS MUST MEET THE BASIC REQUIREMENTS: The education must be accredited by an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene (external link) (ABIH). Courses in the history or teaching of chemistry are not acceptable. All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum. Evaluation of Experience Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-07: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: 1 (one) year of directly-related graduate-level education or Superior Academic Achievement (S.A.A.) in undergraduate degree. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-09: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successfully completed 2 years of progressively higher level graduate education leading to a master's degree; Or Master's or equivalent graduate degree COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of directly-related education and experience may be used to meet the total qualification requirements. POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement.
