They are helping families and children have access to food or helping pregnant women, children and elderly individuals have access to medical care. Transylvania County is seeking Income Maintenance Caseworkers. This position offers a robust training program and a defined career development plan. If you've worked directly with customers as a bank teller, customer service representative, bookkeeper, payroll clerk, medical billing, paralegal, or other clerical experience this would be a great fit for you. Essential Functions
  • Performs all of the following functions; (intake, processing and review) in one of the following income maintenance programs; (Food Stamps, Aid to Families with Dependent Children, Medicaid or County Special Assistance).
  • Assists clients on a walk-in basis and over the phone.
  • Works with clients to gather information through the interview process for the purpose of determining applicant/client eligibility as well as to inform the client of their rights and obligations as prescribed under program policies.
  • Obtains all pertinent data concerning the clients' family composition; and financial, employment and health status.
  • Processes clients' applications through the verification of information obtained during intake.
  • Reviews clients' case on a periodic basis, in order to re-verify the clients' eligibility for continued participation in the program and determining eligibility for other necessary programs as may be dictated by the client's current circumstances.
  • Determines clients' initial and/or continued eligibility for any given program, depending on the function or combination of functions performed.
  • Stays up to date with program policies and processing functions in order to correct any errors detected during second party reviews.
  • Refers to the Food Stamps, AFDC, Medicaid, and County Special Assistance Manuals in performing all functions required to complete the eligibility determination process, and utilizes agency procedural guidelines to accomplish work.
  • Communicates with medical providers, pharmacies, and other outside agencies to obtain client resources.
  • Provides information to clients on program requirements based upon the information provided in the Food Stamp, AFDC, Medicaid and County Special Assistance Manuals.
  • Prepares and creates reports; and keeps track of multiple records.
  • Keeps clients up to date on their case by sending letters and notifications.
  • Operates a multi-system phone line; placing, returning, and transferring calls.
  • Sends faxes and referrals.
  • Processes payments and works with multiple vendors.
  • Performs other related duties as assigned.
Knowledge, Skills and Abilities

Excellent computer skills are essential. Good mathematical reasoning and computational skills. Ability to communicate with clients, applicants, and the public to obtain data, to explain and interpret rules, policies, and procedures. Ability to understand the needs and problems of clients/applicants. Ability to learn the program areas of assignment and all agency programs and services which could affect the client/applicant. Preference may be given to qualified applicants bilingual in English and Spanish. A pre-employment drug screening is required.

Education and Experience

Caseworker II: Minimum Training and Experience Requirements listed below in the Caseworker I description plus a minimum of one year of experience as an Income Maintenance Caseworker in a Department of Social Services

Minimum Education and Experience: Caseworker I: Graduation from an accredited associate degree program in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; OR graduation from high school and two years paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; OR graduation from high school and three years of experience as previously described if no experience in an income maintenance program; OR an equivalent combination of education and experience.

(Also accepting Caseworker I at entry level salary for work against status if no previous IMC experience in a Department of Social Services. The minimum salary for a Caseworker I is - Caseworker I $ 34,417.50)

Medical Insurance
  • $50 per month premium paid by the employee / county pay remaining portion
  • Employee can cover children/spouse/family at their own cost for medical coverage $77.56/$265.92/ $426.28 per month. In addition to the $50 per month for the employee.
  • Employees may qualify for a $50 per month discount. Beginning in 2016, employees must participate in the employee health screening including a base line physical and meet 2 of the 4 accountability standards set forth by the Board of Commissioners to receive the discount.

  1. Plan 1 - Co-Pay Plan for In-Network- $40 Copays for Primary Care Visit, $80 Specialist Visit, Urgent Care and RX. All other services apply to $1,500 deductible, then 80/20 co-insurance up to $2,000 out-of-pocket maximum. See Plan 1 document for more detailed information.
  2. Plan 2 - Deductible Plan for In-Network except $25 co-pay for Primary Care Visit and RX. All other services apply to $1,000 deductible, then 80/20 co-insurance up to $2,000 out-of-pocket maximum. See Plan 2 document for more detailed information.
  • Routine eye examinations only are covered annually for a BCBSNC network provider.
  • Prescription Drugs - 4 Tiers - $5 generic/ $45 preferred / $60.00 non preferred /4th Tier is 25% up to a max of $100.00./ Mail order is co-pays for a 90 day supply. 90 day supply at pharmacy.

  • Self Funded Health Insurance Plan - Deductible of $75,000.
Dental Insurance - Can choose different level of coverage than Medical
  • Administered by Ameritas
  • Employee is covered under the dental coverage at no cost. An employee can cover children/spouse/family for $57.26/ $22.52/ $72.38 per month, respectively.
  • No Network of Dentists, may choose any provider
  • Provides 2 routine cleanings and exams with no deductible
  • 80% for root canals, fillings - 50% for crowns, bridgework, dentures
  • $1000 maximum for braces/ $1000 maximum per covered individual per year which includes preventative care costs

Term Life Insurance - Provided for the Employee - Dearborn National
  • $10,000 Life and $10,000 Accidental Death
  • Employee may purchase additional amounts. Up to $100,000 Guaranteed Issue for employee;$20,000 for spouse and $10,000 or $5000 for children (at original eligibility). Otherwise late enrollees are subject to Underwriting guidelines.
Supplemental Insurance Products -

Mark III Brokerage assists the county to provide a full-array of supplemental products such as Health and Dependent Care FSA accounts, Cancer Policy, Short-term and Long-term Disability, Term Life, Whole Life, Accident Policy, and a Vision Plan. The Supplemental Products are available during original employment or open enrollment in May/June of each year to employees at group rates and premiums are paid through payroll deduction. County Employees are paid bi-weekly, 26 times per year. We deposit your payroll check. Deposits are available to all banks and credit unions. Deposits are made, so you can have access to your funds by Friday morning (payday). You can divide your payroll into two accounts, one you must specify the amount to go into and the second account would receive the balance.
