Summary: RTL Networks is seeking an IDIQ Manager to join our team in Denver Colorado. The IDIQ Manager will be part of a rapidly growing DoD Information Technology (IT) support services team that provides a wide array of professional support services and technical products to both commercial and government customers. The IDIQ Manager must be a US Citizen and have a DOD TS Security Clearance. The IDIQ Manageris responsible for managing remotely located employees on multiple, long-term programs and ensuring high quality service is provided to RTL Networks' customers. The IDIQ Manageris also responsible for the overall management of the IDIQ contract and all subsequent task orders, including the resolution of all master contract and task order performance issues. The Program Manager will oversee the activities of assigned programs, in accordance with company policies, procedures, and applicable laws, to ensure objectives are accomplished within prescribed time frames and budgets by taking on the responsibilities listed below. Primary Responsibilities: Essential responsibilities of the IDIQ Managerinclude, but are not limited to: Develop marketing strategies to utilize existing IDIQs. Work with internal (and when necessary external) recruiting personnel to ensure proper staffing of all contracts. Work with internal (and when necessary external) proposal personnel to ensure proper, compelling and timely Task Order Request (TOR) responses. Assist proposal personnel with TOR responses to ensure compliant, compelling, and cost-effective responses. Identify TOR subject matter experts (SMEs) to assist in TOR responses. Identify, locate, and distribute new task opportunities to RTL employees and sub-contractors on all TOs emanating from assigned contract vehicles. The ability to articulate the TO requirements for a compliant and winning submission is necessary. The IDIQ Manager develops and maintains highly effective relationships with the government contract management offices and represents the company as primary point-of-contact for the assigned contract vehicles. The successful candidate will collaborate with all eligible customers for any assigned contract vehicle(s), to maximize contract utilization and will provide support from the initial identification and capture of opportunities, all the way through to proposal submission. He/she will ensure the RTL Networks brand is highly visible and connotes high value through a dynamic presence in the market. Travel to meet with customers and employees, as needed. Qualifications: Minimum 7 years of Program Management (including subcontractor management) in a DoD environment. Minimum of 5 years' experience preparing and managing proposal production schedule, to include coordinating final production, graphics, win theme and technical scope development. Client-facing experience in the information technology, cyber, and/or staffing field. Excellent Microsoft Office skills. Preferred Qualifications: Bachelor's degree in a relevant field. Formal Shipley or equivalent proposal training. WORKING CONDITIONS AND PHYSICAL EFFORT Work is normally performed in a typical interior/office work environment. No or very limited physical effort required. No or very limited exposure to physical risk. The noise level in the work environment is usually moderate. Must understand people from all walks of life and be able to communicate effectively with them. SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Top-Secret level. US Citizenship is a requirement for clearance at this location. NOTE: The applicant selected for this position must have and be able to maintain an Active Security Clearance.
