Duties Implements DoD and Army policies and procedures ensuring an effective and efficient program that supports current and planned operations and Sensitive Activity (SA). Provides direction, control, and policy guidance related to assigned elements of the Identity and Data Management (IDM) program. Provides input into assigned Operations Support Branch program elements and develops short- and long-range planning for the command. Implements standards and criteria for uniformity and operational continuity of systems and the documentation requirements for on-going systems. Oversees the delivery, monitoring, testing, and evaluation of Identity and DataManagement systems to support current and planned operations. Recommends revision of regulations and supplements to Army regulations and implements Army regulations on assigned Identity and Data Management (IDM) program elements, promulgating guidance and ensuring detailed program objectives are met. Develops supplemental instructional, training, and Records Management materials related to assigned programs for use by management personnel at the command. Conducts training sessions, briefings, conferences (or participates in conferences) and workshops for supervisory personnel and Identity and Data Management personnel Coordinates with non-Federal entities and appointed officials for coordination and de- confliction of training and exercises. Conducts special studies and/or surveys at installation activities relative to assigned Identity and Data Management program elements, which would typically involve complex problems or process improvements. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment. A pre-employment background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights This position has a travel requirement of 20% (TAD/TDY). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). Training and Education Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02 or GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
