The Position The Human Resources Department is seeking talented individuals to join our team. This employment opportunity is a 2-year full-time temporary position with benefits. Definition: Under general supervision, performs a variety of technical duties in support of the City's human resources programs and functions; plans, coordinates, administers, and participates in recruitment and selection processes; conducts employee benefit orientations and oversees the preparation and processing of payroll and benefit forms; provides information to City staff and the general public over the phone, in person, or via email related to human resources processes, programs, and policies; and performs related duties as assigned. Distinguishing Characteristics: This journey-level classification is responsible for independently performing technical duties in support of the Human Resources Department. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Supervision Exercised and Received: Exercises no direct supervision over staff. Receives general supervision from assigned supervisory or management personnel. Duties and Responsibilities Examples of Typical Job Functions: The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity. Plans, coordinates, administers, and participates in recruitment and selection processes; collaborates with hiring departments on recruitment planning, processing requisitions, preparing job announcements, reviewing and screening applications, coordinating examinations, interview processes, and applicant communications; creates, maintains, and files eligibility lists and recruitment process documentation. Coordinates pre-employment processes including assisting departments in extending job offers, creating conditional and final offer letters, scheduling medical clearances, processing background checks, and notifying bargaining units. Coordinates onboarding processes including conducting new hire orientations and assigning required trainings for new hires; oversees the preparation and processing of employee payroll and benefits forms and records; verifies and reviews forms for completeness and conformance with established regulations and procedures. Assists in the administration of employee benefit programs including health, dental, vision, short- and long-term disability, and life insurances, as well as flexible benefits and California Public Employees' Retirement System (CalPERS) retirement for eligible active and retired employees in accordance with City and government rules, regulations, and standards; processes enrollments and withdrawals; prepares COBRA notifications for active employees' status changes and terminating employees; assists current staff and retirees with resolving benefit questions and issues. Serves as the primary point of contact for employees, management, and external stakeholders regarding workers' compensation claims and inquiries; collaborates with departments to ensure timely and accurate reporting of workplace injuries and incidents; facilitates communication between injured employees, medical professionals, and insurance carriers to expedite the claims resolution process; tracks and documents information and data related to job injuries; workers' compensation claims, and safety incidents. Coordinates safety and training programs; updates Occupational Safety and Health Administration (OSHA) logs and related statistics on work-related injuries. Receives and screens visitors, telephone calls, and emails, providing a high level of customer service to both external and internal customers; provides information to City staff, other organizations, and the public, requiring the use of judgment and the interpretation of human resources policies, rules, and procedures. Qualifications Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to completion of the twelfth (12th) grade supplemented by specialized training in human resource administration, public or business administration or a related field. Experience: Two (2) years of increasingly responsible human resources technical and office support experience. Licenses, certifications, and other requirements: Possession and continued maintenance of a valid class "C" California driver's license if operating a motor vehicle is necessary to perform the essential functions of the position.
