Duties Provides strategic and technical guidance as the recognized senior advisor to the Command relating to all aspects of senior leader/executive assignment and management programs Represents the AETC leadership on a variety of high-level, highly complex, and often politically sensitive personnel actions Proposes plans and activities to meet the needs and requirements of the Senior Leader Management Division Prepares necessary correspondence, documentation and reports related to assigned programs and duties. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the GS-12 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience include knowledge of Departmental and Service policies, regulations, directives, and issues related to senior and executive-level military and civilian personnel management that includes internal and Service-wide organizational structure, management policies, procedures, and practices. Knowledge of the enterprise-level and locally developed automated systems for personnel management and succession planning/execution. Periodically and regularly reviews systems to identify local and enterprise solutions to eliminate manual processes and suggest or implement automation improvements. Extensive knowledge of the methods and techniques of fact finding, analysis, and reso1ution of complex problems and the development of concrete action proposal and plans to solve problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of wide area of various Senior Leader programs, initiatives, policies and practices that enable the incumbent to serve as an expert in the full range of manpower and organization functions as well as the ability to incorporate necessary training/program initiatives that meet mission needs. 2. Expert knowledge of Air Force and HQ AETC command structure, missions, programs, mission areas, enterprise, and organizational relationships. 3. Expert knowledge of the DoD planning, programming, and budgeting system as well as the working capital fund. 4. Ability to communicate effectively, both orally and in writing, in the capacity of the spokesperson for the Command. Must also communicate with the AETC Commander as well as mid- and top-level decision makers at HQ USAF and SAF offices, and his/her superiors, peers, and at the working level on issues that cut across functional and organizational barriers. 5. Ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff of an organization. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
