Duties As a HUMAN RESOURCES SPECIALIST (MILITARY) - TITLE 32, GS-0201/0203-7/9, you will serve as an adviser to commanders on human resources program. Interpret policy and provide procedural guidance to commanders, supervisors, staff members and individual. Provide training, guidance and assistance to military members on assigned programs. Responsible for the direction of the EPM or OPM program and function as the technical expert. Determine the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Provide direction, information, and/or counseling to MILPO staff, commanders, supervisors, and military members. Provide information and ensure regulatory compliance regarding area of responsibility which may include accessions, appointments, assignments, reassignments, transfers, promotions, discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Military Occupational Skill (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers. Participate in various boards such as promotion, awards, selective retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, etc. Initiate action for military orders relating to military personnel actions. Review Table of Distribution and Allowances, Table of Organization and Equipment, Modified TOE, and/or Unit Manning Report for the requirements, authorizations, and movements of military personnel. Perform other duties as assigned. Requirements Conditions of Employment Military Grades: E4 (SPC) - E6 (SSG) RANK REQUIREMENT: Member must provide in writing with their application package that they are willing to accept a reduction in rank in order to be qualified for this position, if applicable. Failure to do so will result in disqualification. Area 3B applicants must meet the military qualifications and rank requirement when assessed as a member of the Kentucky Army National Guard. CONDITIONS OF EMPLOYMENT: You must maintain membership in the Kentucky National Guard. You must be assigned to a compatible military position. Wear of the military uniform. Position may require a pre-employment physical. May be subject to furlough actions. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must obtain and maintain favorable adjudication of a T3 or equivalent investigation. Acceptance of a Federal position may terminate a military bonus. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position This position is developmental: Incumbent may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and recommendation for promotion by supervisor. Qualifications MINIMUM REQUIREMENT: Experience which involves the exercise of analytical ability, judgment, discretion, personal responsibility, and application of a substantial knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems. FOR THE GS-07: SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control. FOR THE GS-09: SPECIALIZED EXPERIENCE: Must have at least 24 months experience involving the administering, delivering, maintaining, advising, and/or adapting basic concepts, principles, and theories of Human Resources to meet mission requirements. Experience working with applicable regulations relating to military education and incentives programs. Experience with organizational structure and requirements of the ARNG for that state suitable to provide advice to commanders, unit administrators, and military members concerning education and incentives programs.
