Duties Serves as a senior Human Resources (HR) Labor Relations Specialist in the Human Resources Office (HRO). The HRO is responsible for operational HR effectiveness of the State Army and Air National Guard Full-Time Support Technician Program to include establishing and maintaining standards and measurements, recruitment and placement, employee development and training, classification and position management, labor/management and employee relations, organizational development and workforce utilization for the National Guard's delivery of technician personnel administrative services. Organizational assignments encompass problems of more than average difficulty, combined with limited management advisory service functions or assignments are of average difficulty and are combined with full responsibility for management advisory service functions. Independently resolves difficult issues/problems requiring consideration of the total human resources management program. Applies a comprehensive knowledge of human resources management to advise on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities. Provides technical services on assigned portions of position management, classification, staffing, and human resources development programs; and provides the full range of technical support regarding management-employee relations. State point of contact for the Labor Relations Program. Ensures program goals are in compliance with NGB, DAF, DA, DoD, OPM and other governing legislation or agencies. Within the breadth and complexity described above, performs the following assignments. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. Qualifications THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard Note- Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. GENERAL EXPERIENCE REQUIREMENTS : Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE REQUIREMENTS : Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Education EDUCATION REQUIREMENTS: Army National Guard and Air National Guard Officers GS-11 through GS-14: Positions An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Army National Guard Officer GS-09 and GS-10 Positions: For Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college or university. Army National Guard Warrant Officers GS-09 through GS-12: Positions Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Army National Guard and Air National Guard Enlisted GS-09 through GS-12: Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
