Duties Exercise primary staff responsibility for personnel, plans, policies and administration of the Army Reserve, Full-Time Support and Active Component personnel management programs as technical expert on all aspects of the military personnel program. Plan, program, budget, execute, and evaluate programs for which the Human Resources Director is the proponent. Perform overall planning for the organization by analyzing mission requirements, establishing program objectives, and developing current and long-range plans for accomplishment of assigned functions. Develop or direct the development of performance standards, evaluate the performance of key supervisors, and review the evaluations made by subordinate supervisors or other employees. Hear and resolve employee complaints and refer the more serious unresolved cases to the next appropriate level. Develop plans, procedures, and implementing instructions in the areas of military and civilian personnel management services, leadership, weight control program, military awards, education services, family programs, and Army Substance Abuse Program. Use judgment and ingenuity and exercise broad latitude to determine the intent of applicable guidelines. Develop policy and guidelines for specific areas of work and formulate interpretations that may take the form of policy statements and guidelines. Review command goals and determine propriety based on changing climate of personnel services and individual command missions. Participate in conferences and meetings to exchange information, promote acceptance of policies and procedures, and foster positive working relationships. Present and secure concurrence of plans, proposals, and methods for the correction of obstacles affecting human resource management support. Specialized experience: One year of specialized experience which involves Independently managing human resources operations in accordance with regulations and command policies, objectives and guidelines for a large military organization; reviewing, analyzing and interpreting regulations, directives, and reports pertinent to military personnel; preparing, recommending and communicating military personnel policies designed to provide the command with optimum manning and personnel support; synchronizing civilian personnel matters for a large military command; exercising position management responsibility to ensure the most economical and efficient position structure for accomplishing the work; assigning, directing, and evaluating work of subordinate sections and organizational structure related to the execution of human resource activities; and developing performance standards and evaluating the performance of subordinate supervisors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-13. Education This job does not have an education qualification requirement. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
