Summary You will serve as a HUMAN RESOURCES ASSISTANT (MILITARY/OA) in the MANPOWER/PERSONNEL DEPARTMENT of NRC SAN DIEGO. Duties You will maintain and audit reserve pay accounts and personnel, records of military personnel, determine reserve pay and travel entitlements and deductions. You will prepare financial/accounting reports related to reserve pay and inactive duty training, travel transactions, and operate associated accounting systems. You will provide all personnel services to support the Navy Operations Support Center's mission and objectives within the framework and guidance of the Navy Personnel and Pay Support System (PASS), Headquarters activities and local guidance. You will maintain publications and directives, recurring report tickler files, correspondence and filing system related to personnel functions/processing systems. You will assist the units attached the Navy Operations Support Center with the management of the Reserve Unit Action Document (RUAD). You will prepare official Navy Correspondence and reports as required. You will ensure compliance with all RCC Triennial inspection standards. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You must be a fully qualified typist. You must be able to self-certify and type 40 words per minute. You must be capable of operating word processing equipment. Work requires you to successfully complete a two-week Reserve Personnel and Pay Management course within six months of employment. The unit's Commanding Officer may waive this requirement. This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination. Qualifications GS-06: Your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and knowledge of Navy correspondence procedures, style, proper format, grammar, spelling, and punctuation.
Experience and knowledge of command functions, command organization and procedures to perform such as duties and provide administrative support to the command mission.
Experience and knowledge of personnel regulations, DoD, command, and Headquarters instructions and publications that pertains to reserve personnel administration.
Experience and knowledge of the Joint Federal Trade Regulations (JFTR) for Uniformed Service Members.
Experience and working knowledge of computer based programs, web-based personnel and accounting systems including Microsoft Office Products and Navy Standard Integrated Personnel System (NSIPS).
Experience and working knowledge with RHS, RHS Global files, IMAPMIS, RCCPDS, MRRS, DJMS, NROWS, Career Management Systems (CMS) systems.
Experience and working knowledge of the U.S. Navy Uniform Regulations.
Experience and skill in performing multiple tasks at a time, determining prioritization and organization of work.
Experience using customer service techniques and telephone etiquette particularly in maintaining tact and diplomacy.
