Duties This position serves as Special Assistant to the Assistant Director (AD) and Deputy Assistant Director, Human Capital and Resource Management (HCRM). Addresses and evaluates critical, complex, sensitive and long standing issues of great importance to HCRM and DCAA leadership. Recommends the development of new or improved methods and processes to improve HCRM operations. Provides input to and supports Executive Steering Committee (ESC) activities, goals, and objectives. Collaborates with HCRM management and Region/CAD Assistant Directors in developing appropriate actions and milestone plans to accomplish emerging and changing Agency goals and objectives. Performs a variety of special projects and assignments on behalf of the HCRM management team. Conducts comprehensive study and analysis of management and engagement tools such as the Federal Employee Viewpoint Survey (FEVS). Maintains liaison with Agency senior managers and professional representatives from other agencies and organizations external to DCAA. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience. Specialized experience is defined as 1) Experience conducting comprehensive studies and analyses of critical issues such as strategic staffing, downsizing, realignments, reorganizations and engagement programs. 2) Experience advising senior leaders on management and administrative issues and making recommendations. 3) Identifies and analyzes problems and finds alternative solutions to complex problems. 4) Experience and knowledge of qualitative and quantitative analytical methods. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Telework: Telework availability will be based upon the mission requirements and supervisory determination. Recruitment/Relocation Incentive: A recruitment or relocation incentive may be authorized for this vacancy based on agency staffing needs and budgetary availability. The incentive will require a signed service agreement, as well as satisfactory performance and conduct. The service agreement will detail conditions of receipt and acceptance of the incentive, and will be provided after entrance on duty. This monetary incentive will be disbursed within several pay periods after entrance on duty.
