Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. You will act as point of contact for the Property Manager to ensure good coordination on issues affecting the installation, residence and public-private venture (PPV) partner. You will provide resident advocacy, assist with resident issue resolution, and work closely with public-private venture (PPV) partner to solve complex problems. You will conduct housing inspections, audits, and management reviews to ensure compliance with housing program requirements as well as Life, Health, and Safety requirements. You will use housing related maintenance skills to inspect and identify potential issues. Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to obtain and maintain a current valid United States driver's license. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting housing facility inspections and identifying deficiencies; 2) Interpreting, explaining and applying technical requirements and specifications to quality problems encountered in such activities as audits, facility inspections, or investigations; and 3) Preparing reports and point papers that include information relative to data collection, analysis and recommendation for action. Education The following education may be substituted for specialized experience: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. A 40 hour work week is typical for this position. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. A relocation incentive may be authorized. Physical Demands: The work primarily involves walking, standing, climbing stairs, driving, bending, driving a motor vehicle. Some sedentary and no special physical demands are required in its performance. Work Environment: Office work involves normal risks or discomforts that require normal safety precautions typical of such places as offices and meeting and training rooms. The office work area is adequately lighted, heated, and ventilated. Work also involves moderate risks or discomforts that require special safety precautions, (e.g., exposure to bodily wastes and unsanitary conditions). Employees may be required to wear protective gear including hard hats, boots, and coveralls while visiting housing units or facilities undergoing inspection, repair, maintenance, or renovations. Several vacancies may be filled.
