JOB SUMMARY: The Housing Program Development Coordinator works to research and create new innovative programs to support the City s Housing initiatives. This position works to find new opportunities for future housing development and oversees the management of the city s deed restriction documents. This position is a member of the Housing Department team.
TYPICAL DUTIES:- Develops new housing programs including creating policies and procedures, as well as identifying funding sources; responsible for securing policy direction and budget approvals.
- Manages mixed-use and public-private partnership projects on behalf of the city.
- Coordinates property feasibility studies to determine development potential and challenges.
- Oversees the updating of deed restrictions documents to ensure that they are in accordance with federal, state, and local rules and regulations including the City s Housing Resolution.
- Conducts research to find new innovative programs and policies that support the City s housing initiatives.
- Coordinates all procurement for the housing department including drafting requests for proposals (RFPs), requests for statements of qualifications (RSOQ), contracts, amendments for contracts, and advertisements; ensures all requests are properly advertised and procurement policies are followed.
- Assists in researching and making recommendations on property acquisitions.
- Assists in gaining entitlement approval on properties deemed appropriate for development.
- All other duties as assigned.
MINIMUM QUALIFICATIONS: - Bachelor s degree in a related field.
- 3 years of increasing responsibility and experience in city planning, entitlement, or real estate development.
- Experience with procurement and contracting.
PREFERRED QUALIFICATIONS: - Experience working in affordable housing.
WORKING CONDITIONS: - The employee must occasionally lift and/or move more than 20 pounds.
- Work is performed primarily in an office setting and occasionally outdoors in all weather conditions.
- Periodic exposure to stressful situations while working with customers and community members who have questions related to Community Development and Housing programs.
- The noise level in the work environment is usually low.
- Occasional non-traditional working hours which may include evening and weekend meetings.
