Videos Help Duties This is a position is within the Surgical Service, VA Boston Healthcare System (VABHS). Staff for Surgical Service includes surgeons, non-physician healthcare providers, health technicians, residents, fellows, and nurses. The candidate reports to the Administrative Officer (AO) of Surgical Service and works closely with the Chiefs of Surgical Service, Section Chiefs, as well as representatives of other services, such as Logistics, Contracting, Fiscal Service and the Chief of Staff's Office. In cooperation with the Chief and AO of Surgical Service, the incumbent will manage on a daily basis, and assist the AO in developing and implementing all administrative policies and functions related to Logistics, Finance and Contracting and Human Resources, as well as participate in the development and implementation of Administrative and Program Management duties. Whereas the Service AO is overall responsible for the administrative function of Surgical Service, this Health System Specialist is responsible for the day-to-day functions of the service. Major duties include but are not limited to: 1. General Administrative Procedures and Priorities (50%): The incumbent provides a diverse range of professional level health care administrative support functions such as personnel, fiscal, equipment purchases and supply administration. The incumbent performs administrative, evaluative, or technical work concerned with establishing and maintaining employer employee relationships that contribute to improving or maintaining productivity, motivation, morale, and discipline. The incumbent has responsibility for developing and implementing all administrative procedures within the Service. Manages the office operations and program needs of Surgical Service. Responsible for the preparation, analysis, and dissemination of managerial reports. 2. Advising on Contracts and agreements (25%): The incumbent will become a Level II Certified COR/COTR and be responsible for contracting for equipment and services in support of Surgical Service within the guidelines set by Surgical Service and under the guidance of the Surgical Service Administrative Officer. Contract development will require the incumbent to develop scopes of work and determinations of how best to handle the work processes through scarce medical contracts, special physician services, and related material requirements involving specialized surgical operative and clinical equipment and service and maintenance contracts. The incumbent is responsible for purchasing, inventory management, and statistical tracking of clinical activities in the various surgical clinics. 3. Miscellaneous duties (25%): Performance measure tracking: Incumbent will work with Quality Management personnel to ensure that Surgical Sections and Surgical Service overall implement appropriate systems to ensure compliance with Performance Measures. Personnel: Determines personnel needs for the Sections in cooperation with the Section Chiefs Communication: Assists the Administrative Officer in oversight of administrative staff. Will be responsible to arrange staff meetings, oversee preparation and dissemination of meeting minutes and relevant materials, and participate in outside meetings as needed. Committee Membership: The incumbent represents the Sections of Surgical Service on appropriate medical center committees on a permanent or interim basis. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the goals and objectives of the Surgical Service and the Medical Center as they affect various clinical and administrative department functions necessary to accomplish responsibilities required to support Surgical Service. Knowledge of the organization of patient care and support activities sufficient to be able to seek both input and resources for the day-to-day operation of Surgical Service and the administrative management of patient care issues. Thorough knowledge of administrative operating procedures to prepare, advise, assist, and perform problem-solving duties within the context of a large, highly complex and very busy service. Knowledge and skills in using VHA software applications of VIST A/CPRS menus. Incumbent is expected to be sufficiently expert in these applications to provide assistance and instruction to house staff, nurses, facilitators, and other office personnel. Knowledge of the duties of administrative staff to supervise, provide training and to be able to provide coverage as needed and appropriate. Ability to communicate and write in language that is clear and appropriate for a varied audience including patients, clinical staff, and administrative staff nationwide. Knowledge of the various program and reporting requirements imposed on the sections by VACO, Joint Commission, and affiliated institutions, as well as other inspection and accreditation programs, which impact the management and record keeping systems of the sections.
