Summary The Health System Specialist (Education & Learning) is a full-time position located at the Richmond VA Medical Center in Richmond, VA. The position will identify, analyze, and make recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisal, organizational structure, and administration as related to HPE. Responsibilities The duties are listed below but not limited to: The purpose of the work is to plan and carry out projects to improve the efficiency and productivity of HPE and internal and external stakeholders. The position will identify, analyze, and make recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisal, organizational structure, and administration as related to HPE. The work also involves developing detailed procedures and guidelines to supplement established administrative regulations or program guidance. Complete reports and recommendations, influence decisions by managers concerning the internal administrative operations of HPE. The work involves identifying problems, studying, analyzing, and making recommendations concerning the efficiency and productivity of administrative operations in different components of HPE. Troubleshoot problems, make recommendations, and provides subsequent evaluations in future planning for organizational programs. Research and troubleshoot reconciliation issues to identify and recommend resolution. Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources or special projects. Evaluates trends and provides recommendations for further analysis for future planning. Provide consultative support on identifying appropriate process measures and monitors for quality and performance improvement based on systems redesign principles tools and principles. The incumbent will effectively and proactively interact with process improvement/systems redesign counterparts and colleagues from VISN and VHA systems redesign programs. Performs other related duties as required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Basic Qualifications: Undergraduate and Graduate Education: Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and implements complex and far-reaching performance improvement initiatives using systems redesign principles; Under the direction of the SR Manager, the incumbent will collaborate with medical center leadership and management to ensure that improvements to processes spread to other work units and locations and that these improvements are sustained over time; Prepares and coordinates reports for redesign strategies, and ensures that management is kept apprised of program progress and obstacles; Assures that data systems are in place and are effectively supporting systems redesign improvement efforts that are continuously evolving throughout the facility. Troubleshoots, diagnoses, analyzes, and identifies system malfunctions to determine the source and cause of the problem, uses knowledge that is required through formal training or extensive on-the-job experience to perform one's job, works with, understands and evaluates technical information related on the job, advises others on technical issues.
