Work Details:

  • Contribute to a wide range of functions involving planning, policy development, program evaluation and analysis necessary for key policy and program decisions by leadership.
  • Analyze and evaluate issues associated with health-related research programs.
  • Analyze health-related research-related science policies.
  • Develop, implement, and report on strategic plans associated with health-related research.
  • Develop and implement logic models, performance metrics, and data collection instruments and strategies to monitor progress towards meeting goals established in strategic plans.
  • Analyzes complex scientific variables used to prepare various reports that impact the planning and outcome of the research program.
  • Develop reports and other documents on the policies, programs, plans, research accomplishments, and other activities of an organization.
  • Draft reports of program-related activities.
  • Provide draft summary of the selected pertinent literature search results as Word abstracts and bibliography.
  • Prepare background materials and provide context on a range of policy and program issues; prepare, write and edit technical proposals and papers, including topics related to international research policy and Client program evaluation.
  • Work with staff to design and conduct program evaluation studies, the analysis of research activities, and the analysis of programmatic and portfolio data and analysis to support program assessments.
  • Perform research and analyses in support of strategic planning, program planning and reporting activities.
  • Collaborate with staff and participate in strategic plan development and scientific reporting, including conducting gap analyses, synthesizing recommendations from content matter experts, and writing summary documents.
  • Prepare a broad range of recurring and special documents containing substantive scientific information and other program data, such as related fiscal data, and policy options.
  • Assess the performance and progress of scientific programs using quantitative and/or qualitative data.
  • Characterize and code scientific initiatives and advances generated by research programs, using key quantitative and qualitative metrics to facilitate reporting evaluations and reporting.
  • Use computer databases and applications for data management, data queries, and data reporting, in support of strategic planning, evaluation, and scientific reporting.
  • Collects, analyzes and assimilates data to provide a rational basis for research, health, and social policy and program decisions relating to ethical, legal and social implications.
  • Work with staff on scientific data validation and feedback for automated project coding activities.
  • Design, develop and conduct a literature overview on several topics; analyze the research results, validity of the study design, results presented and summarization of the overall search results.
  • Identify pertinent literature, resources and other documents to support the review process.
  • Participate in the development of Institute-supported programs and initiatives.
  • Analyze research findings and preparing science advances in coordination with extramural research program directors.
  • Compile information and data for reports and responding to data calls related to program research.
  • Monitor, review, analyze, and evaluate the significance of social, legal, and ethical research, policies and issues related to NIMHD mission and programs, such as minority health and populations with health disparities.
  • Coordinate and integrate input from multiple partners involved in strategic planning and/or reporting on research advances.
  • Design processes and data collection methods to identify scientific research accomplishments and trends.
  • Advises management about public policy issues and provides recommendations for appropriate action.
  • Coordinate active collaborations towards consensus development and dissemination.
  • Provide scientific, analytical and/or policy support, assistance and coordination to senior leadership and program staff related to a broad range of institute activities.
  • Analyze input from stakeholders related to the research portfolio and synthesizing those responses for the Institute's senior leadership.
  • Integrate and synthesize qualitative and/or quantitative data into products for multiple audiences, including reports and presentations, to highlight scientific initiatives or report on strategic plans.
  • Attends various staff and scientific meetings providing reports as requested.
  • Provide Subject Matter Expertise (SME) on workgroups and committees and at conferences as needed.
  • Provides expert guidance to management about public policy issues and provides recommendations for appropriate action.
  • Provide scientific, analytical and/or policy support, assistance and coordination to senior leadership and program staff related to a broad range of institute activities.
  • Provide staff support to expert committees and major meetings to address major program and science policy issues.
  • Other activities related to strategic planning, scientific reporting, assessment and evaluation, and policy analysis as needed.
  • Develop the agenda; identify potential participants; develop background materials; prepare talking points and slides; coordinate/facilitate all aspects of logistical arrangements; arrange for public testimony, if needed; prepare meeting summaries and/or coordinate/facilitate the meeting report preparation, editing, reviewing, printing and distribution process; and carries out follow-up actions.
  • Coordinates the daily workload of junior staff.
  • Coordinate the work to be carried out by junior staff, including clear and precise outline of goal/ objective and expectations.
  • Plans and presents at meetings regarding current and new initiatives.
  • Develop documents or presentations that include graphical, diagrammatic, or other scientific images, and text to communicate complex technical information.
  • Develop technical/scientific material for non-expert (non-scientific) target audiences.
  • Communicate new data science findings with the greater scientific community through publications in scientific and peer-reviewed journals as well as oral and poster presentations in conferences.
  • Plan, organize and participate in technical meetings and consultations that convene diverse groups to discuss key issues, identify research gaps and priorities, and articulate research agendas around particular research topics.
  • Assist in developing presentations to groups, including but not limited to, the preparation of speeches, slides and speaking notes.

Minimum Education

  • Master's
Certifications & Licenses
  • Ph.D. in Public Health, Population Health or a related discipline
  • Ph.D. in Public Health, Population Health, or a related discipline: Three (3) years of specialized experience plus a Master's degree is equivalent to a Ph.D.
  • Experience in basic or behavioral sciences population health, public health, or data management/sciences
  • Knowledge of minority health and health disparities preferred (not required)
