General Statement of Duties/Distinguished Features of the Class

Performs a variety of unskilled to semi-skilled manual labor tasks and duties as required to maintain City grounds, including right-of-ways, parcels/lots, sidewalks, etc. An employee in this class performs manual duties to mow grass, trim bushes and trees, load and haul materials, supplies, soil, dirt, etc. in the performance of daily operations. Work is labor intensive and requires the use of basic gas, electric and hand tools, including weed eaters, blowers, rakes, shovels, pitchforks, hedge trimmers, chainsaws, axes, hoes, etc. Employee may operate commercial mowers or tractors with flail and bush hog mowers on occasion. Employee will assist with application of fertilizers, pesticides, fungicides and herbicides. Work is performed in accordance with established safety rules and regulations.
Essential Duties and Tasks
  • Uses various gas, electric and hand tools to perform daily tasks, including weed eaters, blowers, chain saws, shovels, rakes, bush axes, hoes, etc., but may operate commercial mowers and tractors on occasion.
  • Ensures tools, machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
  • Performs fundamental preventive maintenance on mowers, weed eaters, edgers, hedge trimmers, blowers, etc. as needed.
  • Performs varied landscaping duties, including mowing, weed eating, trimming shrubs and trees, seeding grass, and spreading lime and fertilizer, as well as applying herbicides, fungicides and pesticides for weeds and insects.
  • Assists with manually cleaning catch basins and other drainage structures to remove obstructions, primarily during heavy rain events.
  • Assists building maintenance staff with fundamental tasks as needed, including setting up for the City's special functions throughout the year.
  • Prepares daily logs and other reports to track performance and completed tasks
  • Assists other departments and agencies as needed
  • Performs other related duties as assigned.
Knowledge, Skills and Abilities
  • Knowledge of the standard methods, materials, equipment and principles used in landscaping, as well as turf and grounds maintenance, with specific regard to municipal right-of-ways and parcels/lots.
  • Knowledge of the operational and preventative maintenance requirements for equipment and vehicles assigned to perform primary duties.
  • Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities.
  • Knowledge of tools, materials and methods used in grounds maintenance work.
  • Knowledge of the concepts and philosophy of teamwork and ability to work effectively as part of a team.
  • Knowledge of street locations and the geographic layout of the City.
  • Skill in the operation of equipment used in daily tasks.
  • Skill in the use of basic hand, gas and or electric tools used in performance of duties.
  • Ability to perform strenuous manual work at a steady pace and under austere weather conditions.
  • Ability to understand and follow specific instructions, both oral and written.
  • Ability to establish and maintain effective working relationships with other co-workers, supervisors and the general public.

Physical Requirements/Special Requirements

PHYSICAL DEMANDS:

The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The work may require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required: climbing, crouching, kneeling, manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, stooping, talking, visual acuity and walking.

WORK ENVIRONMENT:

The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to various hazards such as working in heavy traffic, chemicals, moving mechanical parts, oils, in close quarters, man holes, or trenches. Work is also subject to the final OSHA standards on blood borne pathogens. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions. Employees will be required to wear appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shield.

MINIMUM REQUIREMENTS:
  • High school diploma or equivalent.
  • One (1) year of experience in maintenance work or related job duties.
SPECIAL REQUIREMENTS:
  • Possession of a valid North Carolina Driver's License.
PREFERRED QUALIFICATIONS
  • Possession of a NC Pesticide Applicator License with categories H and L.

Vacation Leave: Employees earn vacation leave as follows:

A maximum of 30 vacation days may be carried over from one calendar year to the next. Any excess of 30 vacation days on December 31 of each year may be transferred to employees sick leave balance, provided that they have taken five (5) days of vacation in the calendar year.

Holidays: City paid holidays are New Year's Day, Martin Luther King Jr.'s Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (2 days) and Christmas (3 days).

When a holiday falls on a Saturday, the previous Friday shall be observed. When a holiday falls on a Sunday, the following Monday shall be observed. In order to receive a paid holiday, an employee must be on paid status before and after the holiday.

Sick Leave: Sick leave is accrued at one day per month or 12 days per year.

Employee Assistance Program
The Employee Assistance Program is available to all full-time employees and covered dependents on the employee's health insurance plan. Part-time employees who work 30 hours or more per week on a continuous year-round basis are also eligible for EAP services. Employees and dependents each receive three free visits per year. Services include, but are not limited to, financial counseling, depression, mental illness, and end of life/terminal illness.

Medical and Dental Insurance: The City of Goldsboro is fully-insured, and provides medical, dental, and vision insurance through the State Health Plan (SHP), MetLife, and Community Eye Care respectively. Medical, dental, and vision coverage is available to all full-time employees. Part-time employees who are scheduled to work 30 hours or more per week on a continuous year-round basis may, if they so desire, purchase available group health through the City for themselves and qualified dependents. The coverage for medical is the first day of the month following the date of employment and dental is effective on the first day of employment, vision insurance is effective the first day of the month following the effective date of employment. Medical insurance is provided to full-time employees at a minimal cost and pro-rated for part-time employees. The types of coverage available are individual (Employees only), Employee/Child, Employee/Spouse, and family. Dental and vision insurance is available at cost to the employee and/or his/her dependents. Premiums are paid through payroll deduction on a pre-tax basis.

Life Insurance: All regular employees are provided a basic term life insurance coverage policy in the amount of $20,000.00 at no cost.

Wellness Assistance Benefit
The City of Goldsboro offers a wellness assistance benefit of $25/month to employees. This can be used to offset the cost of dental insurance or gym membership. Employees must meet eligibility requirements for the State Health Plan and show proof of membership (if gym membership is selected).

Flexible Spending Accounts (FSAs) provide you with an important tax advantage that can help you pay for health care and dependent care expenses on a pre-tax basis. The Flexible Spending Account (FSA) is available to all full-time employees who are scheduled to work 40 hours per week. The FSA is effective the first day of the month following the date of employment. These are some of the expenses FSAs can be used for: medical and dental services, chiropractic services, orthodontia, and the child or adult dependent care.
