Duties As a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS) with the Texas National Guard, your duties will include, but will not be limited to: Provides authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. Ensures recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices. Incumbent serves as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters. Advises USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG). Provides training to Federal and state program managers and individuals with responsibilities associated with the Cooperative Agreements Program, ensuring applicable Program Managers and State Department of Military Affairs personnel comply with the provisions of regulations and laws pertaining to pertinent Cooperative Agreements. Develops and maintains reports to include the Financial Assistance Awards Data Collection (FAADC) reporting, CA Program status report to the USPFO, Annual Assurance Statements, and various other required NG reports. Interprets, develops, and applies appropriate regulations, policies and procedures relating to a variety of grant mechanisms. Participates in grant review meetings with key organizational and non-Federal recipients and provides administrative and budgetary information. Reviews periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NGB regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements. Reviews audit results and makes recommendations for resolution of audit findings. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the grants management community. Inspects and reconciles Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Reconciliation of both federal and state books is required due to the federal and state cost-sharing partnerships. Provides technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of the DoD Component GT&C, and Military Construction Cooperative Agreements, support agreements, and cooperative agreements related to their technical programs (examples include ARNG and ANG Facilities Operations and Maintenance Programs, Security Guard Program, Military Academies, ChalleNGe and StarBase Youth Programs; Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program). Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to NGB-AQ-A and other NGB Directorate Staff personnel, Joint Force, and respective state managers to encourage understanding and acceptance (to ensure program compliance) of the Cooperative Agreements Program. Performs other duties as assigned. Requirements Conditions of Employment Appointment Factor(s): This is a Title 5 Excepted Service position. Area(s) of Consideration: CAT 4, All on-board T32/T5 with the Texas Military Department USPFO. Remarks: In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. This position requires a Secret security clearance; the incumbent of this position must obtain and maintain a Secret Clearance within one year of appointment. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Level Three Financial Management Program Certification within 24 months of appointment date. Veterans' preference is not applicable to this advertisement. Qualifications To qualify at the GS-13 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: Specialized Experience: One year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service or equivalent experience in the private or public sector with in-depth knowledge of Army and Air National Guard cooperative agreements with several different organizations; Mastery of grants/financial assistance principles and policies. Expert knowledge and skill with a wide range of business aspects of grant/cooperative agreement mechanisms including regulations, principles of cost planning; pre-award, award, and post-award requirements; grant/cooperative agreement administration and termination; price/cost techniques; data analytics and forecasting problems. In-depth knowledge of grant/cooperative agreement mechanisms and techniques including cost sharing arrangements, and special provisions of unique mandatory clauses required by law and federal regulations. With having to add modification to the agreements, monthly, biweekly or weekly depending on the terms of the agreement. Ability to analyze and resolve complex problems in the absence of precedents. Ability to design, implement, and evaluate new procedures. Ability to work effectively with Federal programs (state NG and NGB) and recipient staff (nonprofits, local government entities and state government) in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures.
