I. JOB OVERVIEW

Job Description Summary:

The Grants and Contracts Accounting Services department is located within the Office of the University Controller at The George Washington University and is responsible for sound financial management of sponsored project funds.

The Grants & Contracts Accounting Analyst position manages complex awards and portfolios while acting as a team lead providing guidance and training for personnel. The Analyst is expected to advise university personnel on the solutions of financial management issues involving the application of accounting principles and practices and University fiscal policy.

Responsible for completing various post-award efforts on complex awards and portfolios, including but not limited to the completion of financial reporting, billing, and facilitating the closeout of awards with sponsors accurately and timely. Work will require detailed knowledge of procedures, sponsor guidelines, and department policies, providing supporting documentation as required, updating trackers and electronic files, and coordinating with collections and cash management teams as needed.

Perform detailed reviews of expenditure categories and other pertinent accounting details to ensure that costs reported conform to award terms of the grant agreement as well as other applicable governmental rules and regulations and institutional policies including but not limited to cost sharing, program income, etc.

Review award set-up data in Oracle after receiving alerts to ensure information correctly reflects corresponding award documentation (award dates, budget information, billing information, revenue recognition methodology, rates, etc.)

Advise program and financial administrators and their staff in the solution of financial management issues involving the application of accounting principles and practices and University fiscal policy.

Conceive and complete all project management steps to effectively re-engineer procedures for regulatory and compliance updates, efficiencies, and overall best practices.

Act as Team Leader for GCAS Sponsored Project Financial Accountants and Support Personnel providing guidance and training for personnel and their related portfolios. In addition, effectively build and complete presentations to GCAS and other customers on pertinent issues.

Develop effective working relationships as well as provide quality service with both internal and external customers. Maintains and/or enhances up-to-date knowledge and skills applicable to sponsored program activity through additional training, conferences, and meetings of research administration professional societies or through the review of professional literature.

Perform other related duties as assigned which may include PMS reconciliations and supporting single audit and sponsor audits. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master's degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications:

Preferred Qualifications:

  • Professional designations (CPA, CRA, CMA) preferred but not required.
  • Experience in grants and contract accounting (i.e. sponsored projects) area preferred. Working knowledge of 2 CFR Part 200 and the administrative requirements, cost principles, and audit requirements for federal & non-federal awards preferred. Supervisory experience preferred but not required.
  • Working knowledge of Oracle financial software and other enterprise computer applications preferred.

Hiring Range
