Duties This position requires military membership in the Puerto Rico Army National Guard (PRANG) Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Selectee will be required to wear the military uniform. Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. May be required to successfully complete a probationary period. Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter. Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position. Must possess and maintain a valid PR State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Federal employment suitability as determined by a background investigation. Must obtain and maintain appropriated SECRET security clearance within a year of the appointment. Loss of military membership will result in immediate loss of your full-time military technician position. Participation in direct deposit is mandatory. If selected for this position who is not qualified in one of the mentioned AFSC, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be AFSC Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 day's notice of separation. Qualifications IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Air National Guard (PRANG). INDEFINITE POSITION: This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. DUTIES: As a GENERAL ENGINEER (D1551P01), GS-0801-12, you will provide supervisory and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function. Provides technical support to all assigned sections. Provides guidance to these sections on standard and code requirements. Develops engineered solutions to technical problems, which are incapable of being resolved by subordinates. Typical problems require the need to perform extensive mathematical and technical calculations in engineering to include civil, mechanical, electrical, or general engineering as well as architecture. This position requires military membership. It is designated for National Guard officer incumbency only. The incumbent provides subordinate guidance and team leadership to Non-Dual Status and Dual Status employees. Incumbent performs planning development necessary to accomplish architecture and engineering functions for programs essential to state Air National Guard daily operations, training, and readiness missions. Fosters an environment conducive to teaming among service providers and customers to meet state Air National Guard requirements. SELECTED FACTOR: See Education Section SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as professional engineering work; responsible for construction, maintenance, repair, and operating of real property facilities; establishing technical engineering and architectural processes, criteria, and functions; assigning works; planning, directing, controlling and coordinating architectural or engineering activities; ensuring the application of regulations, policies, directives, and professional engineering practices; planning for replacement of facilities or equipment including contingency operations for potential war or domestic emergency conditions; recommending policy or procedures of new architecture and engineering developments; determining and coordinating acquisition and use of money, manpower, equipment and material; planning required organizational structures; providing technical instructions and information on architectural, engineering and other technical requirements and assigning phases of projects to subordinate architects, engineers, engineering technicians, and draftsmen; directing the preparation of engineering and architectural drawings, specifications and independent cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds, and utilities systems; reviewing work accomplishment. Education BASIC REQUIREMENTS (Mandatory Selected Factor): A. Degree: professional engineering.
