Duties Provides authoritative consultation to a wide variety of Air Force staff offices, senior management, Department of Defense, the White House, and other federal and government agencies. Manages, coordinates, and integrates all actions required for official visits and appearances by the CSAF. Prepares CSAF and entourage for each visit or appearance based on input from staff offices and/or MAJCOMs. Responds to questions and conflicts that arise enroute or during office visits. The incumbent serves as the focal management point during the CSAF's travel abroad, exercising management authority over a 10 - 15-person flight crew, 1 non-commissioned officer, 1 military aide, 2 security officers. Provides personal security and force protection advice and support to CSAF. Directly advises the CSAF on all official travel in and around the National Capital Region, as well as operating locations worldwide. Employee must sign DD Form 2365 as a condition of employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: mastery of the principles, methods, practices and techniques of communication that enable the incumbent to function as the technical authority for the CSAF on all foreign and domestic protocol matters. Fully and constantly aware of the impact of inappropriate decisions and actions upon the image of the key officials and the entire Department of the Air Force and/or the Department of Defense. Establishing and maintaining effective working relationships with individuals and groups interested in or affected by Air Force Programs. Creating meaningful communication interchanges between them and the organization. Skill in responding orally to criticism of the organization's functions or performance, to logically and effectively explain programs, functions and activities and gain understanding of the organization's effort by concerns publics. Defend the CSAF developed policy or point of view in the face of heavy criticism in unstructured settings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of personal security and force protection support concepts, practices, and methods. 2. Mastery knowledge of work events and international political affairs. Ability to interpret and apply rules, regulations, and procedures. 3. Broad knowledge of changing dynamics in the international arena. Ability to use correspondence rules and regulations to prepare and/or edit written correspondence, ensuring proper use of English grammar, spelling and punctuation. 4. Extensive knowledge of the numerous and sensitive nationally unique customs and courtesies of the international community. Ability to advise others. 5. Mastery of written and oral communications. Ability to use office automation tools and techniques to support office operations. 6. Strong ability to plan and organize work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
