Duties The primary purpose of this position is: to provide oversight and fulfill program responsibilities by accomplishing the planning and execution of 33FW's International Military Student (IMS) operations for the Foreign Military Sales Training Program at Ebbing Field, the Congressionally mandated Field Studies Program (FSP), International Affairs Programs, and essential administrative and support functions to prepare IMS and their families for F-35 training. Serves as 33d Fighter Wing Det 1 International Military Student Officer (IMSO): Functions as the primary point of contact for International Military Student (IMS) undergoing all courses of instruction at the Ebbing Field, AR Plans, organizes, and directs the activities of the International Students' Office, responsible for managing the training and overall welfare and administration of international students under all circumstances Security Assistance Network (SANWeb) Projection Report: Utilizes the SAN Web projection report to confirm course availability, plan students training throughout the program, and develops the FSP budget Responsible for travel, ECL (English Comprehension Level), and Training management Serves as liaison/mentor to foreign students including their daily supervision: Formally counsels students demonstrating non-conformity to established standards of behavior or fails to achieve required academic standards Requirements Conditions of Employment U.S. Citizenship Required Males must be registered for Selective Service, see If authorized, PCS will be paid IAW JTR and AF Regulations. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments Advance in hire may be authorized if there is demonstrable proof provided on your resume Leave accrual may be authorized upon request Incumbent must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions Mobility is a condition of appointment; employee must sign an Air Force-Wide Mobility Agreement A bachelor's degree in foreign Affairs, International Relations, Education, or International Politics, mandatory however, advanced degree in aforementioned subject area is highly desired Completion of an Intermediate Service School, (i.e., ACSC, AFLEP, ELDP, AFIT, etc.), within six years of accepting position is highly desirable Employee must be willing to travel and when traveling must be willing to travel by military or commercial air; and as required by the position, employee must maintain a current passport Qualifications Must be able to obtain and maintain the appropriate Secret security clearance. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Specialist, 0130. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Degree: Major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR EXPERIENCE:Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, and methods of policy and program development and US multinational strategic planning as they relate to security assistance and cooperative development programs; knowledge of military and civilian resource requirements, security and armaments cooperation policies, regional issues and capabilities determined through research, special projects, and organizational teaming requirements; knowledge and skill in promoting a better understanding of the United States, including its people, political system, and other institutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: General knowledge of Security Assistance/Cooperative Development training program administration, policies, and procedures. In depth knowledge of and compliance with various directives (DoD, AFSAT, AFSAC, SAF/IA, etc.). Practical knowledge of hardware/software (Microsoft Office) in preparing correspondence and instructional materials. Skill in advising or counseling persons of differing cultural backgrounds. Ability to analyze and research problems in cross-cultural adjustment and security assistance/cooperation issues. Ability to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations. A Bachelor's Degree in Foreign Affairs, International Relations, Education, or International Politics, mandatory however, advanced degree in aforementioned subject area is highly desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
