Duties Serves as a system administrator providing technical expertise in the use of all comptroller financial management automated data management systems and ensures operational availability. Develops supplementary procedures and revises/adjusts current procedures to incorporate changes. Oversees the installation and configuration of applications software malfunctions to resolve physical and logical processing problems and recommends acquisition of equipment. Devises recommendations for adoption of procedures to implement financial systems processes, policies, and regulations issued by MAJCOM or higher headquarters or agencies. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program. This position is designated as a KEY position: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing (cont'd) (cont'd) the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve). This position is designated as Mission Essential. IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. (cont'd) Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. May occasionally be required to work other than normal duty hours and or shift work may be be required which may include overtime and/or irregular hours. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems to meet needs of end-users, perform quality check of budget systems and resolve or report problems/technical difficulties, and recommend process improvements, modifications and upgrades that will optimize system utilization. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of financial management systems technology and automated data processing concepts and applications to maintain or manipulate financial management computer applications and systems, perform quality check of financial management systems, and develop effective and economical recommendations on process improvements that will optimize utilization. 2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute assigned budgets to support the mission, structure, goals, work processes and programs of supported activities/organizations. 3. Knowledge of automated/computerized budgetary data processing software programs and capabilities used to accomplish budget/funding tasks, services and language. 4. Knowledge and skill to monitor hardware and software/operating PC system maintenance to include establishing individualized PC set-up, establishing user accounts; troubleshooting hardware, and network-related user problems; and training new employees on internal operating and security procedures. 5. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. In addition to the collecting, organizing, analyzing, and extracting data from a variety of non-evident sources, documents, etc. for management review and decision-making. 6.
