Duties Duties are described at the full performance level GS-11. If selected at the GS-09 level, duties will be performed in a developmental capacity under close supervision. As a Financial Specialist provides customer service for financial documents, budget submissions and reimbursable funding actions; resolves financial and operational problems in order to enhance programs and support activities. Responsible for preparing, analyzing, interpreting, and presenting accounting data; operating, maintaining and modifying the data in accounting system of record; ensuring cash management receivables and payables. Reviews unliquidated obligations; assists with reconciling contracts; managing reimbursable orders; analyzing reports; reviewing and reconciling subsidiary ledgers. Audits and reconciles financial data/reports; track costs associated with support agreements. Analyze financial/budgetary regulations and policies to promote efficient and effective use of resources. Reconcile personnel costs utilizing automated financial systems such as, the Defense Civilian Payroll System (DCPS) and with the General Fund Enterprise Business System (GFEBS). Monitors payroll execution, runs biweekly reports such as: Automated Time, Attendance, and Production System (ATAAPS) uncertified time report, ATAAPS missing time reports; Defense Civilian Payroll System (DCPS) missing time reports. Provides training for non-financial personnel on financial responsibilities; assisting fund managers on the proper use of funds; and/or administering government-wide charge card programs. Verifies work steps and transactions for auditing are fully documented, correct and available on demand. Communicates with team and other FBCH departments to find out what problems have come up during previous audits. Communicates with customer or performing organizations to initiate the support agreement process. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required. This position requires the incumbent to have tuberculosis testing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). BASIC REQUIREMENTS FOR GS-11 Specialized Experience: One year of specialized experience which includes analyzing financial documents, budget submissions and reimbursable funding actions; resolving financial and operational problems in order to enhance programs and support activities; interpreting policies and regulations in the area Finance/Budget; auditing and reconciling financial data/reports; monitors civilian payroll execution and running biweekly payroll reports; coordinating and tracking costs associated with support agreements, and executing financial management automated systems such as: (i.e., General Fund Enterprise Business System (GFEBS), Payroll systems). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Budget. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting or Budget. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
