Duties As a FINANCIAL MANAGER, GS-0505-13, you will: This position is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO). The primary purpose of this position is to serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). This position is responsible for meeting the congressional intent of the Chief Financial Officer Act. This Act updates the professional standards, responsibilities, duties, and fiduciary liability of the FM. Coordinates financial programs, which support the national and worldwide missions of the Department of Defense (DoD), by translating actions, both past and proposed, into meaningful and relevant information for use in the leadership and management decision-making process. Establishes the methodology for an effective and broad system of financial control ensuring the maximum utilization of all financial resources. Supervises professional, technical, and administrative personnel engaged in multifunctional tasks. Requirements Conditions of Employment Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Irregular and compensatory hours may be required to support operational requirements or contingencies. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments Required to obtain and maintain the appropriate security clearance. National Guard membership is required. Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. COMPATIBLE MILITARY ASSIGNMENT: Military grade inversion within the full-time work force is not permitted. The military grade of the full- time supervisor must equal or exceed the military grade of personnel supervised. EDUCATION REQUIREMENT: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Knowledge, Skill, and Abilities (KSAs): Skill in developing, applying and adjusting financial plans and policies to attain mission objectives. Knowledge of accounting, budgeting, financial management reporting, auditing, computer systems, and management analysis. Skill in providing management with financial advice. Skill in establishing and maintaining effective working relationships with all levels of management. Skill in applying leadership training/skills to manage assigned personnel in a work center environment. Education Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
