Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the FINANCIAL MANAGEMENT ANALYST, GS-0501-7/9, is to plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs. Reconciles Resource Center Manager (RCM) accounts ensuring data integrity. Aggregates data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting. Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws. Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Resolves pay and entitlement problems unique to the customer. Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews. Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. At the lower grade level of GS-07, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met. GS-07: This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. GS-09: This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Qualifications FINANCIAL MANAGEMENT ANALYST, GS-0501-07: Must have at least one year of specialized experience, equivalent to at least the GS-05 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experiencing processing data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems; Experience executing full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay); Experience reviewing accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. FINANCIAL MANAGEMENT ANALYST, GS-0501-7/9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experience analyzing and evaluating data to conduct a variety of fiscal reconciliations, reviews, and account adjustments; Experience coordinating with the Defense Finance and Accounting Service (DFAS) and posting validated accounts to the General Ledger; Experience analyzing and accurately processing financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques; Experience resolving complex functional problems within the pay system for affected customers; Experience managing and executing internal control procedures to protect against fraud, waste, and abuse. TRAINEE POSITION: Applicants not meeting full qualifications for the GS-09 position indicated above may be considered for GS-07 trainee, if qualified.
