Provides overall project engineering involving Data Collection Unit's (DCU's) for gas pipeline. Reports to Project Manager, providing planning, scheduling, supervision and technical support for contractors providing Data Collection Unit (DCU) Network construction activities. This includes assessing telecommunications site acquisition, performing land use analysis in Public Rights of Way, as well as developing and submitting Wireless Telecommunications ministerial and conditional use permits. Collaborates with various internal company departments and external clients (various municipalities and other utility companies in obtaining construction permits and approves standard contracts for site acquisition and DCU construction. Administers technical field support, assists with DCU construction budget oversight. Responsibilities + Supports team in the project execution to accomplish project commitments and timing. + Ensures that project deliverables satisfy project requirements. + Assesses project requirements, while developing and recommending a sound approach or application to meet the needs of the project and client. + Facilitates the creation of communication plans, ensuring that appropriate information is exchanged among key stakeholders, and conducts status review meetings among project team members and clients. + Assists Project Manager in responding to all issues that arise on job site during construction. Solves problems in a timely and decisive manner to ensure quality, safety and compliance on the worksite and to ensure project success. Documents and reports on job progress, labor, equipment and material used. Acts as on-site Company representative and liaison with all state and local government officials as applicable. + Assists Project Manager in developing project plans, scope of work, budget, schedule and required resources for DCU Network construction projects (approx. 10 to 15 per year) that average $30K to $60K each. Works with city to appropriately interpret ordinances and coordinates projects with engineering, public affairs and city government. Provides oversight and support to vendors, contractors and project team including Architect-Engineering firms on the development of CAD drawings, photo simulations, telecommunications studies, and environmental reports as required by the various municipalities. + Assesses viability of telecommunications site, through field review of actual site + Acts a liaison between project team and internal stakeholders for the completion of easement, attachment, license, and building attachment agreements with various private property owners, entities, and jurisdictions. Collaborates with Legal and Gas Engineering Land & Right-of-Way to perform due diligence and to ensure that agreements coincide with Company policies. + Perform other duties as assigned + Will be required to travel extensively within the Southern California utility service territory. + May be required to stand on site for multiple hours + Hybrid position: In office or on site 3 days a week + Required to lift 25 lbs Here's what you'll need : Qualifications Knowledge, Skills and Abilities Functional working knowledge and understanding of utility franchise right agreements and Utility Easement process Strong organizational skills Strong communication skills and the ability to build and maintain relationships with business partners Must have knowledge of MS Office. Strong functional knowledge of operating and maintaining budget Education Bachelor's Degree Business, Engineering or related field or equivalent experience. Experience Includes 5 years of Field Construction & Operations experience (e.g. Transmission, Distribution, Storage, Telecommunications, etc.), DCU Construction or other relevant experience. Also includes 5 years as a Team Lead/Supervisor, on-site project manager or construction manager/supervisor role. Preferred Experience in wireless telecommunication facility Easement/License Agreement negotiations, Land Use and Public Right of Way permitting process, Coastal Commissioning process, telecommunications DCU site acquisition and presenting in public hearings and forums.
