San Mateo County Health is looking for a well-qualified individual for the position of Family Partner Support Worker I - Behavioral Health - Extra Help to, under immediate supervision, provide support, wellness/recovery and educational services to family/caregivers of behavioral health and recovery or family health program services; participate as members of our service provision teams; and perform duties as assigned.

The current vacancy is in the Behavioral Health and Recovery Services (BHRS) Division for the Youth to Adult Transition Program located in Redwood City and throughout San Mateo County.

This Family Partner will provide peer support to families, and assist in identifying community resources that focus on wellness, resiliency and recovery in order to enhance health and family life satisfaction. Family Partners collaborate with family members of clients and staff to develop treatment goals that are based on consumer and family strengths.

This Family Partner will support the family members of clients 18-25 years old. The Family Partner will be a full-time staff member that works closely to support the family members in order to improve the wellness and recovery of the client and family. This position requires working some after hours, between 5:00 p.m. and 8:00 p.m. when needed to accommodate working families and families of clients admitted to Psychiatric Emergency Services at the San Mateo Medical Center.

This Family Partner will work closely with the clinical team, with a family member perspective; support families when their loved one is entering mental health treatment; provide orientation to psychiatric services and the behavioral health system; supporting family members to access community resources and supports such as NAMI and Al-Anon; share parts of their own story as a family member of someone who has or is receiving mental health or substance use services, as appropriate; and facilitate psycho-educational and/or support groups with family members. Current members of the Youth to Adult Transition Program include: five clinicians/clinical case managers; a Psychiatrist; an alcohol and substance counselor; and an Occupational Therapist.

The ideal candidate will:
  • Have life experience as a parent or caregiver of a child/youth or 18-25 year old, whom has experienced behavioral health challenges.
  • Have used their life experience as a parent or caregiver to support and assist parents and families whose child/youth or 18-25 year old have experienced behavioral health, juvenile justice and/or substance use issues.
  • Be experienced in effectively interacting and communicating with caregivers and family members of youth with mental health or substance use challenges.
  • Be experienced working in juvenile detention settings and/or with youth on probation.
  • Have experience working with the Latino and African-American communities.
  • Have knowledge of the Individualized Education Plan (IEP) process.
  • Fluency in both English and Spanish is preferred.
NOTE: The expectation for this position is that the candidate hired will complete the Peer Support Specialist training and obtain Certification as a Medi-Cal Peer Support Specialist. BHRS provides the required Peer Support Specialist training. After obtaining Certification, incumbent will then go into the Peer Support Specialist (Family Partner Specialist) classification and will receive the higher salary of that classification.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.
Qualifications

Funding Qualifications: Must be aparent or caregiver of a consumer of mental health services to meet the Mental Health Services Act (MHSA) funding requirement.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way of gaining the knowledge and skills is:

Family Partner Support Worker II: At least one year of experience providing peer support services within the assigned program.

License/Certification:
Some positions may require possession of a valid California driver license or equivalent.

Knowledge of:
  • Problems, needs, attitudes and behavior patterns of the client population and of the total community served.
  • Identification of social and community resources and how to connect individuals to these resources.
  • Techniques for group and individual counseling.
  • Basic case management processes.
  • Perform clerical support work with accuracy, speed, and minimal supervision.
  • Techniques for effectively representing the County in contacts with the general public, other agencies, community groups, and various business, professional, educational, and regulatory organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, clientele, and staff.
  • Basic recordkeeping principles and practices.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • Basic needs and difficulties faced by ethnically diverse consumers, caregivers and families.
Skill/Ability to:
  • Address the client population's unique needs in a culturally sensitive manner.
  • Relate and communicate effectively with the community served.
  • Establish, maintain, and foster positive and effective relationships with clients, their families and/or caregivers and others contacted in the course of work.
  • Learn and understand the organization and operation of the assigned department and program.
  • Respond to and effectively prioritize multiple phone calls and requests for service.
  • File materials alphabetically, chronologically, and numerically.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Interpret and apply administrative and departmental policies and procedures; interpret agency programs and policies to members of the community served.
  • Organize, maintain, and update office database and records systems.
  • Organize own work, set priorities, and meet critical time deadlines.
  • Enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Write clear and comprehensive reports.
  • Maintain confidentiality
  • Stand and walk for extended periods of time and lift and carry equipment and supplies used in the course of the work.
