Duties The primary purpose of this position is to manage, program, and execute ARNG major/minor construction and renovation projects in a geographically separated area. This requires the ability to execute construction projects, on time and within budget, which directly affects the state's success in meeting ARNG mission and the Adjutant General's goals. (1) Administers, leads, coordinates, and verifies design and construction of building, infrastructure, and other projects performed by A&E firms and Construction contractors, characterized by large funding costs and long duration times. (2) Requests construction funding. (3) Represents the CFMO at meetings and conferences with other ARNG representatives as well as NGB, state, other government agencies and stakeholders. (4) Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. (5) Provides guidance and input to the Improvement Program for ARNG Armories. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment KEY REQUIREMENTS: Open to US Army, Army Reserves, and Army Nat'l Guard military members only Must be assessed into WY ARNG before appt. May take up to 120 days. Must become a member of the Wyoming Army Nat'l Guard before appt. Officers not assigned to WYARNG must submit NGB Fm 62E. Must submit ORB or DA Fm 2-1 with application. Must possess or be able to obtain/maintain a T3/SECRET security clearance. May be required to successfully complete a trial/probationary period. Federal employment suitability as determined by a background investigation. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS is not authorized in lieu of incentives. EMPLOYMENT CONDITIONS & NOTES: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination these military incentives. Area 4: All current M-day soldiers of the Wyoming Army National Guard. Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. DESCRIPTION OF WORK: Work involves managing, supervising, leading, or performing administrative work that involves: a combination of work characteristic of two or more series in the Equipment, Facilities, and Services Group where no one type of work is series controlling; or work classified in this group for which no other series has been established. MINIMUM REQUIREMENTS: Must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess experience in applying principles, concepts, and methods of engineering, project management, or a combination of both to facility, infrastructure, or technical team projects. Experience using established occupational methods and techniques to determine facility and infrastructure construction and improvement needs. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience coordinating work forces and resources and negotiating with management or clients concerning infrastructure needs and problems. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position.
