About the Position Career Opportunity The city of Las Vegas invites applications for Facilities Project Manager. This position supervises, directs and coordinates the maintenance and repair of city-owned and leased facilities or public infrastructure using a variety of skilled and semiskilled in-house labor and contracted support; coordinates assigned activities with other city departments, divisions and outside agencies; and assists the division manager in the division's overall operation. The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions. The City Engineer Division has a current vacancy for Facilities Project Manager. City Engineer Division The ideal candidate for the City Engineer Division has experience coordinating, managing and administering various types of construction projects; coordinating construction projects with other city department, utility companies, and outside agencies; reviewing and providing insight on plans, specifications, cost estimates, and related studies. The candidate is also experienced in negotiating and preparing professional service contracts and/or other similar contracts; supervising and guiding consultants and staff; handling construction related project finances and budgets; reviewing and recommending approval of construction schedules; resolving conflicts that arise during construction; and acting as the city's primary point of contact with contractors on capital improvement projects. This position will also coordinate, manage and administer various public works construction projects; coordinate projects with other city departments and outside agencies; provide highly responsible staff assistance to the assigned section supervisor. Supervision Received and Exercised Receives direction from Division Manager and higher level staff. May act as a formal supervisor, exercising direct supervision, including selecting new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees. TYPE OF EXAMINATION: A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas.Thesupplemental questionsare the examination.Falsification of information may result in disqualification from recruitment or removal from a City position. The supplemental questions are weighted 100% for placement on an eligible list and must be worked on individually by the applicant only. SELECTION PROCESS: Final candidate selection will include list placement and may include a hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check,and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks. EXAMPLE OF DUTIES Essential Functions: Plans, prioritizes, assign, supervises and reviews the work of staff responsible for the maintenance and repair of city-owned and leased facilities or public infrastructure; and coordinates work projects between the various trades. Coordinates various capital improvement projects; prepares initial project designs; reviews design proposals, and inspects and approves blue prints for assigned projects. Acts in General Contractor Role on special project activities. Oversees design efforts and consultants, provides for necessary permitting and regulatory compliance, creates bid documents and participates as subject matter expert on public bid activities, coordinates multiple contractor efforts, including in-house support, and monitors and manages project budget. Provides expert guidance on ADA compliance requirements, and implements transition plan activities. Provides for proper data collection and response to citizen concerns, along with overseeing contractor activities in accordance with items 2 and 3 above. Participates in development of division budget and administers operating expenses; monitors expenses. May act as first line supervisor for designated staff within a department, including interviewing and selecting of job applicants, training, overseeing work, and establishing and evaluating appropriate performance standards in accordance with department objectives. Participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies, procedures and safe work practices. When assigned oversees safety management of city owned facilities and public infrastructure, including but not limited to fire alarm and fire control systems and public use liability mitigation. Ensure designs and plans are in compliance with various local, state and federal regulations. Provides responsible staff assistance to higher level management. Administers annual contracts; coordinates, inspects, and supervises outside contractor's work to ensure compliance with work specifications. Participates in organizational and operational studies and investigations; recommends modifications to maintenance programs, policies and procedures as appropriate. Serves as staff on a variety of boards, commissions and committees as required; collects data from various sources; prepares and presents staff reports and other necessary correspondence. Responds to and resolves difficult or sensitive staff or citizen inquires and complaints. Develops work scopes and bid documents for construction and repair projects requiring completion by contractors. Marginal Functions: Attends and participate in professional group meetings; stays abreast of trends and new innovations in the pertinent industries. Responds to emergency situations. Serves as liaison for the assigned division with other city departments and governmental agencies, contractors, utilities, and civic organizations. Performs related duties and responsibilities as required. MINIMUM REQUIREMENTS Experience: Three (3) years of increasingly responsible experience in the applicable areas of construction management, skilled trades, AND contract management applications. Training: Bachelor's degree from an accredited college or university with a major in facilities engineering, plant management, public infrastructure design, construction and/or maintenance or a closely related field. May substitute combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education. Licenses and Certifications: Possession of a valid, appropriate driver's license on the date of application, and maintenance thereafter. Within 15 days of initial hire, provide documentation of completion of an OSHA 30 hour course in construction industry safety and health hazard recognition and prevention, developed by the Occupational Safety and Health Administration of the U.S. Department of Labor. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Principles of supervision, training and performance evaluations. Principles and practices of municipal budget preparation and administration. Principles and practices of program development and administration. Occupational hazards and standard safety practices. When Assigned to Facilities Management Pertinent federal, state and local codes, laws and regulations including OSHA and EPA guidelines. Air-conditioning, plumbing, carpentry and electrical principles and practices. Project and contract management for operating systems and facility construction activities. Public administration, management principles and municipal government. Modern and complex principles and practices of facility maintenance. Operations and requirements of fire alarm and fire suppression systems. Computerized preventive maintenance programs. Computer hardware operations and software applications including AutoCAD, word processing and spreadsheet programs. When Assigned to Streets and Sanitation Operational characteristics, services and activities of street, storm drain and sanitary sewer construction and maintenance programs. Project and contract management for construction and maintenance of public infrastructure components. Principles and practices of survey and construction relative to streets, storm drains and sanitary sewers. Principles and practices of basic civil design. Equipment, materials, chemicals and supplies used in street, storm sewer and sanitary sewer construction and maintenance programs. Pertinent federal, state and local laws, codes and regulations. Skills in: Directing and coordinating work of lower level staff. Selecting, supervising, training and evaluating staff. Developing and following through on goals, objectives and procedures. Coordinating contracts for work performed. Communicating clearly and concisely, both orally and in writing. Reading and interpreting blueprints and specifications. Establish and maintain effective working relationships with those contacted in the course of work. Analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options and implement approved solution in support of goals. Interpret, apply, explain and enforce applicable laws, codes, regulations, policies and procedures.
