JOHNSTON COUNTY PUBLIC SCHOOLS JOB DESCRIPTION POSITION: Executive Director of Facility Services LOCATION: Facility Services TERM OF EMPLOYMENT: 12 Months SALARY: State Salary Scale REPORTS TO: Chief of Facilities and Construction JOB GOAL: Oversees and embraces the leadership, management, and successful day-to-day operations of Facility Services for a large, growing school system to provide the safest, healthiest classrooms and schools conducive to learning for students and staff. DUTIES AND RESPONSIBILITIES: Oversees and promotes the work of all departments of Facility Services to mentor and ensure effective management, planning, budgeting, efficiency, work order management, and preventative maintenance standards are met. Promotes, ensures, and assists with the overall effectiveness and success of the Facility Services department providing superior customer service and a commitment to continuous improvement of the department. Manages and coordinates all features of capital projects as assigned in cooperation with facility staff, school staff, outside agencies, design professionals, and contractors. ? Collaborates with the finance department and assists in the preparation of budgets, tracks and prioritizes facility needs for the department, and monitors expenditures of all department budgets. Ensures compliance and helps implement training for staff on successful maintenance procedures and contract administration. Contributes and offers insight to the design of new schools and assists with major construction projects. Ensures compliance with North Carolina General Statute, federal and state uniform guidance regulations, Johnston County Board of Education policy manual and financial manual, and local authorities having jurisdiction. Promotes and ensures minority and historically underutilized business participation. ? Assists department leaders with the hiring, training, performance coaching, evaluation, and overall success of personnel. Attends and participates in Board of Education meetings as directed by the Chief of Facilities and Construction. Performs other duties and accepts responsibilities as assigned. KNOWLEDGE AND ATTRIBUTES: Demonstrated understanding of local government budgets, bidding procedures and processes, contract administration, and regulatory compliance. Experience and ability to manage a large staff of maintenance workers to be both efficient and successful. Thorough knowledge and technical expertise of the principles and practices of school maintenance and operations. Experience in construction administration including preparing scopes of work, request for proposals and qualifications, estimates, soliciting bids, writing contracts, and overseeing projects through to a successful completion. Knowledge of building systems, including life safety and automated building control systems preferred. Knowledge of building, fire, and life safety codes. Knowledge of OSHA regulations, safety hazards, and safety practices. Ability to establish effective working relationships and communicate effectively orally and in writing with school staff, coworkers, public officials, vendors, parents, and community members. Ability to negotiate with tact and professionalism to ensure maximum value for expenditures and resolution of contract issues. Knowledge of computers and computer programs necessary to complete the duties of the position. Demonstrates a commitment to continuous quality improvement; supports and exhibits organization core values of caring, respect, integrity, responsibility, high expectations, customer-driven, and valuing diversity. PHYSICAL REQUIREMENTS: Must be able to perform medium/heavy lifting exerting up to 50 pounds of force occasionally, and/or a negligible amount of force to constantly lift, carry, push, pull, or move objects. ? Must be able to climb ladders and be capable of walking, climbing, driving distances to complete the tasks required of the position. ACCEPTABLE TRAINING AND SPECIAL REQUIREMENTS: At least 10 years of experience and training which provides the required knowledge, skills, and abilities to complete the duties of the position, degree in related field preferred. ? 5+ years in project management or procurement. Possession of a valid North Carolina driver's license. Must be able to work flexible hours including nights and some weekends during emergencies to perform the duties of the position.
