Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. Our Agency's five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are: 1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a "response-ready" organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods 3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness 4) Reduce black maternal mortality and make New York a model city for women's health 5) Mobilize against and combat the health impacts of climate change Our 7,000-plus team members bring extraordinary diversity to the work of public health. With commitment to advance anti-racist public health practices that dismantle systems that perpetuate inequitable power, opportunity and access, the NYC Health Department continues to work in and with communities and community organizations to increase their access to health services and decrease avoidable health outcomes. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: Manage all programmatic aspects of the ASPR Hospital Preparedness Program (HPP) grant which includes ensuring DOHMH meets federal requirements, developing strategies to enhance and improve healthcare facility resilience and preparedness including hospitals, pediatrics, dialysis, primary care, pharmacies, adult care facilities and nursing homes, and overseeing scope development to ensure contract execution and strategy implementation Provide day-to-day management for a program of 10 staff, with responsibility for managing performance, regularly communicating program priorities to staff and ensuring continuous professional development Oversee implementation of a broad healthcare coalition strategy for NYC, establish and maintain strong relationships with key community and healthcare partners, and represent DOHMH on a variety of city, state and national workgroups Ensure that healthcare preparedness initiatives are appropriately evaluated, and findings inform future investments and resource allocation Lead efforts to understand and engage community partners and additional healthcare sectors in emergency preparedness and response including urgent care and home care Lead efforts to understand and engage community partners and additional healthcare sectors in emergency preparedness and response including urgent care and home care In collaboration with planning partners, work to strengthen the planning and response capabilities of Emergency Support Function 8: Health and Medical Lead the development of the DOHMH Incident Command System (ICS) Healthcare Systems Support Branch (HSSB) and serve in a leadership role overseeing DOHMH work to assist healthcare delivery system partners to implement public health recommendations, and provide situational awareness about the health system impacts of public health emergencies to agency leadership. Minimum Qualifications 1. A master's degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or a related field and three (3) years of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning / management, emergency medical services, fire safety, law enforcement, homeland security, public health, environmental / occupational health and safety or a related specialized area; including eighteen (18) months of experience in a managerial, consultative, administrative or supervisory capacity. Supervision must include supervising professional staff in one of the areas described above; or 2. A baccalaureate degree from an accredited college and four (4) years of satisfactory full-time professional experience in one of the areas described in "1" above, including eighteen (18) months of experience in a managerial, consultative, administrative or supervisory capacity. Supervision must include supervising professional staff in one of the areas described in "1" above; or 3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. However, all candidates must have a baccalaureate degree and eighteen (18) months of experience in a managerial, consultative, administrative or supervisory capacity. Preferred Skills Experience in healthcare settings and experience in emergency preparedness planning strongly desired. Should have a minimum of five years of supervisory experience with proven leadership skills overseeing a complex and external facing project portfolio and the ability to multitask and analyze, evaluate, and manage program operations in a high-volume, fast-paced environment. Excellent verbal, written, interpersonal, and collaborative leadership skills required. Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
