Duties Verify equipment on hand. Manage excess and shortage items (cross-level) and recommends corrective actions/transaction for all customers. Review all requisitions for authorization and basis of issue and returns unauthorized requests to hand receipt holder with basis for disapproval. Provides technical advice and assistance to all directors to determine property accountability requirements for inclusion to the Installation Table of Distribution and Allowances (TDA). Responsible and accountable for planning, organizing and managing the automated installation property book Defense Property Accountability System (DPAS) consisting of 23,000 items valued in excess of $47.5 million dollars. Requirements Conditions of Employment May be required to participate in Chemical Accident/Incident Response and Assistance (CAIRA) situations and serve on teams dedicated to controlling CAIRA situations after being trained for particular duty involved. Position requires a SECRET security clearance. Position is subject to the Unescorted Access Program (UAP). If identified as being necessary to be in the UAP, incumbent must meet and maintain requirements of AR 190-59 and the Commander's policy letter regarding the Chemical Limited Area (CLA) UAP. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS9 Specialized Experience: I have one year of specialized experience which includes: perform technical inspections required prior to turn-in of equipment; complete documentation to turn in excess equipment; utilize automated systems to review hand receipts or other accountability documents to ensure accuracy; gather equipment information such as location, cost center, age, and condition. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS11 Specialized Experience: I have one year of specialized experience which includes: evaluate assigned equipment to determine serviceability; utilize automated systems to maintain property accountability; follow established program standards to manage required maintenance and repair of equipment such as automotive, material handling, or construction equipment; build equipment records such as catalogs, accountability, maintenance, and utilization records; assist with updating property book documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. remove LL.M., if unrelated with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
