Duties As an EQUIPMENT SPECIALIST (TITLE 32), GS-1670-9, this position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4/G-4), State Surface Maintenance Management Office. The purpose of this position is to provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment is required. (1) Serves as a recognized authority on the repair and operation of various types of ARNG equipment. Provides instruction and assistance regarding equipment maintenance procedures, techniques, and methods as a part of the Maintenance Assistance and Instruction Team (MAIT). (2) Provides advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Produces and tracks unit Readiness reports, validates CUSR data and assists units with valid comments. (3) Prepares and conducts both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Develops, writes, updates, and teaches units of instruction for new equipment training. Evaluates training progress in areas such as basic mechanic principles; theories of equipment repair and modification; compliance with established procedures and directives; requirements for equipment maintenance records and reports; and proper utilization of equipment, personnel, funds, and facilities. (4) Evaluates directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Recommends policy, procedure, or operation changes, as required, to facilitate and ensure efficiency in maintenance operations and manpower utilization. (5) Reviews the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Reviews and evaluates information in technical reports, logistical studies, supply data systems, and observations/inspections of maintenance organizations. Researches material pertaining to maintenance and maintenance management. Utilizes computer software programs to identify errors, equipment, non-mission capable time, and to determine a course of action to improve readiness. Recommends the revision of higher headquarters' policies, procedures, practices, and regulations. Provides methods for improving, consolidating, simplifying, and standardizing operations and management of maintenance activities. Performs assistance visits to logistic and maintenance functional areas to provide guidance and assistance to ensure effective and smooth maintenance operations. (6) Performs hands on maintenance procedures to personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance. (7) Performs other duties as assigned. Requirements Conditions of Employment National Guard Membership is required. Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. Must have a valid driver's license. Must obtain and maintain a Secret Clearance. Compatible Military MOS Assignments: Enlisted - 91, 92; Warrant Officer - 913, 914, 915, 919, 920; Officer - 91, 92, Quartermaster, Ordinance, Transportation (LOG). Military Grades: Enlisted members (E5-E9), Officer's (Rank O1-O3) and Warrant Officer's (W01-CW4). Applicants outside of the ORARNG must submit documents showing current (or previously held) military grade and MOS such as a Data Brief and/or DD214. QUALITY RANKING FACTOR: GCSS-Army access and experience will be considered as part of higher-level qualifications. Qualifications Areas of Consideration: Area 1 - Current permanent and indefinite T32 technicians of the Oregon ARNG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ARNG. Area 3 - Current service members in the Oregon ARNG. Area 4 - Individuals in the active duty Army, Army Reserve or Army National Guard. Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ARNG. GENERAL EXPERIENCE: Work involves supervising, leading, or performing administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment. Work also involves providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. Work may also involve developing or revising equipment maintenance programs. The work requires applying an intensive and practical knowledge of the characteristics, properties, and uses of equipment. Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blue prints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems. SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: Must have at least one-year equivalent to at least next lower grade level (GS-07) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience, education, or training which provided knowledge and skill in applying commonly used equipment, facility, or service principles and concepts. Experience in the use of tools and test equipment. Experience which provided knowledge of maintenance programs and techniques. Knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment. Experience developing, installing, inspecting, or revising equipment maintenance programs and techniques. QUALITY RANKING FACTOR: GCSS-Army access and experience will be considered as part of higher-level qualifications. TO QUALIFY FOR THIS POSITION, YOU MUST HAVE: A. At least one-year of experience equivalent to at least the next lower grade level (GS-07) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. OR B. A Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR C. A combination of Experience as described in "A" above and Education as described in "B" above. Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. Major study: Fields related to the position to be filled.
