Duties Serves as a member of the AFCARO Case Management Team (CMT) Represents CMT in matters related to assigned and functional project areas Serves as an AFCARO focal point of contact with complainants and their attorney and non-attorney representatives Serves as AFCARO focal point in matters related to the Department of the Air Force EEO Appeals Program, providing technical support of the Air Force and Space Force centrally managed appeals for EEO complaints and Military Equal Opportunity complaints Requirements Conditions of Employment Must complete initial online questionnaire and additional assessment(s) U.S. Citizenship is required Males must be registered for Selective Service, see If authorized, PCS will be paid IAW JTR and AF Regulations. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments All federal employees are required to have direct deposit Incumbent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., that pertain to the DAF Work may occasionally require travel away from the normal duty station on military or commercial aircraft Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training and maintain certification through annual refresher training This position may be delegated the authority to accept and dismiss complaint Must be able to obtain and maintain a Secret Security clearance Must successfully complete all required initial EEO training prescribed by law and policy within the specified period as a condition of employment to be authorized to directly interact/participate in processing EEO complaints and gain access to the DAF Equal Opportunity Information Technology System. At the discretion of the DAF, this training may include Defense Equal Opportunity Management Institute (DEOMI) Equal Opportunity Advisor Course (EOAC) The incumbent is required to maintain certification by completing annual refresher training and other-directed training to support the DAF EO program In accordance with the DAF Guide for Determination and Revalidation of Mission Critical Occupations, this position is designated as a Mission Critical Occupation (MCO) which are occupations/occupational groups that set direction, execute performance, or directly impact mission critical functions or services and are prioritized in mitigating deficiency gaps to ensure mission failure does not result from human capital deficiencies Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equal Employment Opportunity, Series 0260. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Thorough knowledge and understanding of the entire Equal Employment Opportunity (EEO) informal and formal complaint processes under 29 C.F.R. Part 1614, Equal Employment Opportunity Commissions (EEOC) Management Directive (MD) 110 and 715, DAFI 36-2706, Equal Opportunity Program, Military and Civilian and the Department of Defense Civilian Personnel Management System: Administrative Grievance System, DODI1400.25V771 DAFI36-706. Thorough knowledge of Department of Defense, Joint activities, Air Force, and Space Force commands' organizational structures and functions. Knowledge of, and skill in applying, applicable federal EEO principals, laws, regulations, policies and the ability to solve and discern proper jurisdiction over individual, class EEO complaints, and military EO appeals to provide appropriate rights advisements to other EO practitioners, complainants, attorney and non-attorney representatives and agency (attorney) representatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: . 1. Knowledge of the federal statutes enforced by the Equal Employment Opportunity Commission (EEOC), 29 C.F.R. Part 1614, EEOC Management Directive 110, DoD Directives, and AF policy guidance on all facets of the civilian Equal Employment Opportunity (EEOC) complaint process. 2. Knowledge of EEOC, DoD, and DAF organizational structure and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant Total Force workforce eligible for EO services. 3. Knowledge of, and skill in applying, applicable federal laws, regulations, policies, and principles pertaining to civilian human resources to discern proper jurisdiction over EEO complaint claims, and to provide appropriate rights advisements to complainants. 4. Ability to conduct comprehensive reviews on reports of investigations to ensure sufficient information to make a proper determination on EEO claims 5. Skill in critical thinking to correctly interpret and apply a variety of internal and external laws, rules and regulations to identify and appropriately handle specific problems and work operations. 6. Skill in using Microsoft Office Suite applications to include Word, Excel, and Power Point, and Adobe Acrobat, to include various internal and external EEO case management tracking and reporting systems. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
