Duties Conduct studies, organizational reviews and work force analysis to identify systematic equal employment problems related to the command participation and inclusion rates. Interprets federal personnel admin policies and practices including those governing appeals and grievances, labor relations, job evaluation, position classification and recruitment to identify employment opportunity problems and recommend solutions. Performs fact finding, analysis and problem solving to identify and define equal employment problems and to develop workable solutions. Provides EEO Counseling/assistance to Managers and employees, and solving problems including systematic problems that have been particularly resistant to past efforts in obtaining solutions. Participates in negotiations which include higher level managers, employees, elected officials, and legal or Union representatives. Manages command implementation of the Model EEO Program with specific focus on oversight and operational requirements of 29 CFR 1614 and EEOC Management Directive 715 as supported by AR 690-12, 5 USC 720. Develops and publish implementing instructions, monitoring command human relations efforts related to civilian employees; data analysis, command directives, and management of EEO Special Emphasis programs. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This is a Term position scheduled to last NTE two years. A term position may be extended to a maximum of six years depending upon the needs of management. Term employment is subject to a one year trial period. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This is an obligated position, which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Qualifications Position may be filled as a temporary promotion or temporary reassignment NTE 2 years by a current permanent Army employee . Temporary promotions or reassignments may be extended up to a maximum of five years and may be converted to permanent without further competition. Position may be filled as a term appointment NTE 2 years, if the candidate is not a current permanent Army Employee. Term appointments may be extended up to a maximum of six years. Non-competitive conversion of an employee to a career-conditional or career appointment may be authorized if approved and eligible under specific conditions. Specialized Experience: GS14: One year of specialized experience which includes: (1) analyzing and determining the impact upon EEO and other personnel management programs, procedures, and resource requirements to recommends changes or revisions; (2) conducting studies, organizational reviews or analysis of Equal Employment Opportunity (EEO) laws, court decisions, regulations, and/or personnel policies/ procedures to identify employment trends and barriers; AND (3) providing advisory and consulting services to senior leaders and management to accept and implement recommendations.
