Torch Technologies is seeking a Systems Engineer (Senior) with Test Management experience to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division (AF HRSD) headquartered at Randolph AFB (San Antonio, TX area). The person that fills this position will apply their systems engineering expertise to provide testing support for the acquisition of the Air Force Integrated Personnel and Pay System (AFIPPS). This role will require experience with setting up testing scenarios, establishing and testing interface connections, and supporting all aspects of AFIPPS testing to include, but not limited to, SOE, Unit Evaluation Training, User Testing, Functional Testing, Interface Testing, Data Management Testing, Performance Testing, Security Testing, Penetration Testing, etc. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division . Situational telework is authorized in the local area. Full remote work will be considered on a case-by-case basis. Responsibilities: This position requires a highly motivated individual. This individual will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to: Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining of IT/software systems; Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications; Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications; Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics; Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles; Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations; Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight; Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and, Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AFI 99-103 and their updates, successors (as happens over time). Job Requirements Required Qualifications: Education Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD. OR, OR, bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD. OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoD. Specific Work Experience Experience with utilizing testing suites, i.e., Micro Focus Silk Central, HP ALM, etc. Setting up testing scenario, developing interface connections and agreements with partners Knowledgeable of testing methodologies (i.e., SOE, Unit Evaluation Training, User Testing, functional testing, interface testing, data management testing, performance testing, security testing, penetration testing, etc.) Experience and knowledge of Digital Engineering practices and processes (i.e., Artificial Intelligence (AI), serverless architecture and microservices applications, etc.) Experience with IT/Business System technologies to include but not limited to Oracle Cloud Infrastructure (OCI), Cloud One, AWS, and MS Azure. Experience with DoD IT networks and services to include connectivity requirements, i.e., GCDS, SCCA, BCAP, Cloud Computing SRG, etc. Experience in Air Force Program system engineering policies, procedures, and practices. Technical skills in systems and software engineering pertaining to full acquisition life cycle (i.e., pre and post-award, development, testing, and fielding). Experience with the Risk Management Framework (RMF), and Federal DoD Cybersecurity regulations, policies and best practices. Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, and BitBucket). Experience with Automated Testing including ALM Octane, and Loadrunner tools knowledge. MS Office Applications - MS Visio, MS Excel, MS Word, MS Outlook Proficient in PL/SQL, Java, JavaScript Python, Unix, .NET, and REST API a plus Certifications IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification) . Security Clearance Ability to obtain and maintain a DoD Secret Security Clearance. U.S. Citizenship required.
