SUMMARY
Facilitates the definition and delivery of engineering, architectural and other technical services provided by outside consultants that support the implementation of capital projects and the execution of maintenance activities essential to daily transit operations. Develops work programs, cost forecasts and supporting documentation required to pursue Board approval for award of assigned consultant services contracts. Leads the proposal review, negotiation, and technical writing of work orders and approval documents for assigned consultant contracts. Monitors the cost, schedule, and quality of services performed and serves as the MARTA liaison for all entities affected by service delivery for assigned contracts. Upon request, assists the Manager of Engineering Services with any activity that the Engineering Services Branch is responsible to perform.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Serves in the lead role for assigned contracts that are part of an expanding consultant services program to be delivered by up to 40 prime consultants and 100 subconsultants with a composite MARTA Board Authorization in excess of $100 million for any 5-year period.
2. D evelops consultant work programs and cost forecasts and determines contractual authorization amounts to be approved by the MARTA Board of Directors. Performs needs assessment with internal customers and defines consultant services required to support the execution of new construction and rehabilitation projects and operations/maintenance activities. Serves as technical liaison with outside consultant representatives during the development, negotiation and preparation of detailed consultant work orders for technical services. Coordinates with internal customers and outside consultant personnel to facilitate delivery of services required. Initiates the contractor badging and wayside access training of consultant personnel prior to accessing MARTA property and continuously monitors for compliance thereafter. Oversees consultant services rendered and the delivery of associated consultant reports. Reviews, evaluates and verifies consultant invoices for services rendered in coordination with the Office of Contracts & Procurement (C&P, the contract administrator), and provides support to C&P concerning contractual matters.
3. Coordinates with MARTA's technical and project management, and/or operations/maintenance staff to define project needs and determine consultant support services required. Serves as MARTA's technical liaison with outside consultant representatives and requests proposals for services. Manages the internal analysis and review of consultant work proposals and leads the negotiation process for development of consultant work orders.
4. Coordinates the preparation and approval/execution of technical documents (contracts and work orders) required to authorize delivery of consultant services. Tracks the contractor badging and wayside access training of consultant personnel and resolves internal MARTA issues that could impact the delivery of consultant services.
5. Assists with activities associated with the development, completion and approval of Operations & Safety Committee agenda items within the Paperless Board System (also known as EMIS).
6. Defines requirements for consultant services solicitations and prepares supporting documents for use by C&P. Coordinates with C&P regarding preparation and approval of consultant contract documents and solicitation documents.
7. Upon request, acts on behalf of the Manager of Engineering Services in his/her absence.
8. Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES
No MARTA direct reports but must provide direction to external consultant personnel as MARTA's representative.

EDUCATION and/or EXPERIENCE
Bachelor's degree in Engineering, Construction Management or a related field. Seven years' experience in contract management, preferably in an engineering consulting, construction, or client/owner technical services environment. Must have experience in technical scope definition and development, technical writing, contract negotiation and administration, and oversight of services rendered. Must have participated in qualifications-based consultant selection processes to include scope definition, solicitation package development, evaluation of proposals, and final selection of service providers. Must also have strong planning, management and organizational skills; Experience with development of manpower estimates and cost forecasts for multi-year consultant work programs is highly desirable. Extensive writing skills and a high proficiency with word processing, spreadsheets and database systems are required, to include proficiency with Microsoft Office. In lieu of a degree, directly related experience may be substituted on a year-for year basis.

Salary Range : $71,166-$106,748
