Videos Help Duties This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. Incumbent will function as Engineering Equipment Operator at the South Florida National Cemetery. They will be responsible for insuring proper depth, dimensions and accurate locations of all gravesites. Operates one or more types of heavy equipment to excavate, push, pile or load materials such as earth, sand, gravel, bark, dust, compost, yard debris or snow. Moves backhoe/excavator into place for digging designated graves. Uses a bulldozer, angle dozer or rubber tire loader to consolidate dirt in landfill areas into piles or pits and to establish and maintain rough grade for proper drainage and aesthetic appearance. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Your background must demonstrate work involved in the operation of equipment such as graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements: Heavy physical effort is required in constantly reaching, bending, turning, moving of arms, feet and legs in order to handle different areas of controls that operate equipment and attachments. Because of the locations of some controls and attachments, the operator is frequently required to work in awkward or strained positions. The constant vibration of the equipment and the jerking and jolting from operation over rough terrain causes considerable strain. The incumbent will be required to lift and carry caskets and headstones in conjunction with others. Must be able to lift up to 50 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 50 pounds. Must be able to walk in all types of terrain and soil conditions. Incumbent is required to wear personal protective equipment when appropriate. Protective equipment includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing, respiratory devices and protective shields and barriers. This equipment will be maintained in a sanitary and reliable condition. Working Conditions: Work is primarily performed outside in all types of weather and environmental extremes often in an open driver's seat or platform. The operator is exposed to injury from potential equipment malfunctions and subject to heat, cold, humidity, noise, dirt, vibrations, dust and exhaust fumes. The incumbent may operate machinery that causes noise and vibrations, emits carbon monoxide, has moving parts that may cut or harm the body and required the use of safety-protective clothing and devices. This work may be performed over uneven terrain. At times the incumbent will be exposed to dirt, dust, mud, water, fuel and lubricants, noise and fumes from motor vehicles and other equipment.
