POSITION RESPONSIBILITIES

Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

PMO Process Support:

Coordinate with stakeholders on all aspects of the bi-weekly Mission Critical Prioritization Steering Committee (MCPSC) meeting, including working with Portfolio Managers (PfMs), Project Managers (PMs), and Sponsors to prepare for a successful meeting. Facilitate turnaround in accordance with meeting preparation schedule and process, and facilitate response times to avoid schedule delays including:

Project Decision Support Document Reviews

Project Artifact Reviews

MCPSC Agenda & Scheduling

MCPSC Discussion & Decision Artifacts

Provide TT System Life Cycle (SLC) Process Support

Provide TT SLC support to TT PM's and BA's

Gather SLC enhancement ideas from TT PMO stakeholders.

Coordinate with TT PMO core team to prioritize and execute process enhancements.

Create and maintain document lists for projects which logs decisions by PMO stakeholders.

Act as POC for any questions from team members on status of document locations, markings, and whether they are ready for distribution. Support the creation and maintenance of intuitive project file directories, the Project Support Library, and associated tools to optimize the ease of finding information.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Anticipate constraints due to resources or ambiguities and work proactively to address bottlenecks and recommend resolution(s).

Assist with program presentations, document feedback.

Review and recommend improvement to processes used by the TT PMO.

Research and document cost information for projects and the TT Control Center IT Portfolio.

Assist with development of necessary documentation to support reporting and audit requirements.

Facilitate the monthly Forecast and Project Status Reporting process, as defined by the PfMs:

Verify all projects submit forecasts and status reports for both Capital and Expense projects monthly.

Verify all projects contain monthly actual financial data from EPM.

Conduct financial analysis of project and/or portfolio data, as defined by Portfolio Managers. This can include financial analysis of forecast to actuals, forecast to budget, and variances for project and portfolio data.

Communicate all analysis results and determinations to BRM and Portfolio Managers.

Monitor and submit request for new Work Orders (WO) to PfMs for processing and approval.

Notify PfMs if WO change needs to include Project manager, in service dates, schedules, and dollars.

Assist in development of training material.

Develop and present recommendations and supporting analysis to the Portfolio Managers.

Note: The Engineering Support Specialist (ESS) - position provides support to the assigned Analysts and Project Managers. The ESS may NOT be given sole responsibility for any phase of an on-going project, no matter the complexity or dollar amount of the project or phase of a project. The ESS may NOT have primary responsibility for determining the Scope, Funding or Schedule of a project or phase of a project. Assists the Project Manager, tracks, reports and alerts others on risks or changes needed to any of these areas. The ESS may NOT represent or be identified verbally as the "Financial Analyst" or "Project Manager" or in writing on any correspondence, documentation, or official records.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

A degree in Management, Finance, Economics, Statistics, Accounting, Business, Mathematics or a closely related field is preferred.

6 years of experience is required with an applicable bachelor's degree.

8 years of experience is required with an applicable associate degree.

10 years of experience is required without a degree or applicable degree.

Experience should include all aspects of project lifecycle support/analysis and financial forecasting.

Required Technical Skills & Experience (required on matrix)

Expert proficiency in Excel, PowerPoint, Word, and Outlook.

Expert proficiency and attention to detail in business writing and preparing presentation materials.

Proficient in the use of SharePoint.

Project management and coordination concepts and principles.

Preferred Skills & Experience (optional on matrix)

Microsoft Project (MSP).

Experience working in a Project Management Office (PMO).

Experience documenting processes in Visio and/or other flowchart tools.

Additional Requirements (not required on matrix)

Valid U.S. Driver's License is required.
