Duties Provide support in development of Hazard Identification and Risk Assessment Plan to identify the natural and human caused hazards that potentially impact the District. Provide support in development of Hazard Mitigation Plan involving Emergency Management program stakeholders and establish strategies, goals, objectives and actions to reduce risk. Provide support in development of District All Hazards Plan that covers response procedures, roles, facilities, water supplies, FEMA interface, public affairs policies and toxic spill contingency plans. Develops and evaluates the emergency exercise program exercises for continuity, consistency, and work ability. Serves as instructor for personnel assigned to Emergency Operations Center in duties and procedures during natural disaster operations. Budget preparation of yearly natural disaster program budget of approximately $750,000. Schedules work for upcoming fiscal year and provides oversight for projects. Participates in initiating action to alert key personnel of disasters necessitating action such as travel, reports, and provide recommendations for further action. Examines damaged facilities such as flood control embankments, pumping stations, bridges, roads, water supply and sewage treatment facilities. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent will be required to serve on 24-hour call, and remain readily accessible during emergency conditions. Incumbent must possess and maintain a valid State motor vehicle operator's license prior to the appointment. Must be able to drive a SUV. Knowledge of and experience with computer equipment, techniques, and various software and systems applicable to performing position functions and the ability to develop new methods or programs. Work is sedentary except during regular and recurring field visits where there is considerable walking, bending, climbing and stooping. Incumbent may be required to perform up to 20 percent temporary duty travel (TDY). Response to disasters or emergencies will be within 6 hours of notification and be prepared to stay for a minimum of 30 days at a time. Specialized Experience: One year of specialized experience which includes assisting with the development of plans or projects designed to improve the efficiency or productivity of an organizations' emergency management program; monitoring or assisting in developing a budget or segments of a budget; administering emergency-related activities or assisting in performing emergency-related activities during periods of high stress and crisis situations; design and construction of temporary housing sites in support of FEMA mission assignments; and utilizing software packages that include electronic mail, calendars, word processing, presentation documents, spreadsheets, and financial systems.
