Duties 1. Assists in the development and coordination of plans and procedures for implementation and execution of the RED HORSE Emergency Management Plan (IEMP 10-2). Reviews existing plans to ensures EM planning and response actions are included in the Anti-Terrorism Force Protections (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and CBRN Control Center checklists in accordance with Occupational Safety and Health Administration (OSHA) directives, National Response Framework (NRF) organization, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). Assists in the development of adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents and incidents. Conducts annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA). Analyzes and identifies EM capabilities and any shortfalls and/or limitations. Maintains applicable EOC quick reaction checklists (QRCs) in support of the IEMP 10-2. 2. Assists in conducting initial/recurring training for functional areas of EM. Records and maintains documentation of training in electronic and/or automated system(s). Assists with analyzing course content to tailor training programs to meet local requirements. Helps to develop RED HORSE EM and flight in-house training schedule. Participates in the assignment of instructors and in-house training topic based on skill level as directed by flight leadership. 3. Maintains Emergency Management response equipment, training resources, and supply inventories. Establishes and maintains flight property, Technical Order System, and Air Force Metrology and Calibration (AFMETCAL) accounts. Maintains inventory of home station response and deployable equipment and supplies and ensures all accountable/controlled property is secured. Ensures inventory of equipment is captured in Automated Civil Engineer System (ACES) database and provides status updates as directed. Ensures EM support teams are adequately staffed, trained and equipped to provide 24-hour coverage when activated. Takes actions to program, procure, inspect, and maintain equipment and aids, to include enhancements and upgrades and identifies shortfalls to the supervisor. Reviews exercise reports to identify training shortfalls and conducts remedial training where required. 4. Collaborates with on and off-base units and agencies, on EM programs, policies, and procedures. Serves as the RED HORSE emergency management liaison with outside agencies at the local, county, and tribal level during emergencies. Assists in performing unit staff assistance visits utilizing checklists and criteria to determine compliance with program specific directives and procedures. Provides findings of staff assistance visits to flight leadership. Adapts accepted techniques for application to plan for emergency response to potential hazards in highly specialized and technical operations. 5. Serves as a CBRN Response team member. Executes established plans and procedures for emergency response actions. Performs hazard and risk assessment and conducts incident analysis. Works with other hazardous material responders, i.e., fire department and bio-environmental engineering, to identify materials involved and specific hazards released; analyze surrounding conditions; predict behavior of a specific material and/or container and recommend appropriate actions to the incident commander. Employs hazardous materials identification procedures and equipment. Evaluates the effectiveness of the situation response and recommends potential alternatives or supplementary actions. Develops strategies for site containment and release. Collaborates on post incident debriefings and critiques. Prepares incident documentation and reports. Maintains contact with incident commander and/or senior onsite emergency management representative. Utilizes a variety of protective clothing, respiratory devices, hazard detection equipment, and chemical mitigation agents. Operates and maintains a Mobile Emergency Operation Center (MEOC) and associated internal/external equipment during training, exercises, and emergency situations. 6. Performs other duties as assigned Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Military Grades: Enlisted Minimum Military Grade: NLT E-1/AB Maximum Military Grade: NTE E-6/TSgt Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard and compatible in one or more of the following Air Force Specialty Codes (AFSC): 3E931, 3E951, 3E971. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Qualifications GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE : Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
