Duties The incumbent performs the full range of non-supervisory work of the shop. Major Duties include, Performs the full range of WG-2610-13 duties and responsibilities. Possesses the knowledge and skills found at the journey level as well as those required for planning, accomplishing, and maintaining a functional shop maintenance program. Plans and lays out work to be accomplished in the shop, which is then completed by the incumbent and lower graded mechanic(s). Independently determines appropriate maintenance procedures such as how and when the work should be accomplished. Estimates manpower, equipment and material requirements. Devises and maintains all program plans and records, is skilled in surveillance and troubleshooting techniques, and is able to determine maintenance/repair procedures needed without benefit of technical supervisory guidance. Plans, organizes and directs shop maintenance programs/procedures under general supervision. Determines approaches, methods and courses of action required to accomplish the mission of the shop in an effective and efficient manner. May provide recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position descriptions changes, disciplinary actions, leave, etc. Implements safety regulatory requirements. Ensures that other workers in the shop wear appropriate safety equipment and follow pertinent safety precautions. Performs other duties as assigned. Requirements Conditions of Employment Current federal employees with permanent or indefinite tenure willing to convert to the excepted service. Military membership in the RIANG is required prior to being appointed. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must be able to obtain and maintain the appropriate security clearance of the position. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Participation in direct deposit is mandatory. May occasionally be required to work other than normal duty hours; overtime may be required. To initially qualify and prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, a cleared drug test; and normal color vision as defined in AFI 48-123. To initially qualify and as a condition of continued dual status technician employment, must have the capability to lift, carry, push, or otherwise handle items weighing up to 70 pounds. To initially qualify and as a condition of continued dual status technician employment, must have the physical capability to stand, climb, walk, bend, crouch, reach, and stoop over extended periods of time. To initially qualify and as a condition of employment, must possess a valid state driver's license to operate government motor vehicles. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Qualifications Military Grades : E-7 or E-6 immediately promotable to E-7 GENERAL EXPERIENCE : To qualify for one of the FWS Series 2610 ANG Dual Status Technician positions, the following seven basic qualification factors are applicable to the FWS ANG Dual Status Technician positions: Skilled in collecting and analyzing data effectively, efficiently, and accurately, ability to communicate clearly and effectively, skilled in duties such as, install, modify, overhaul, maintain, troubleshoot, repair, align, calibrate, and rebuild multi-system avionics complexes, ability to format and write English in reports and presentation formats, skilled in presenting formal training presentations and briefings, skilled in applying procedures and directives by reading and interpreting material, skilled in training, mentoring, leading, and problem-solving. SPECIALIZED EXPERIENCE: The applicant must have at least 24 months of specialized experiences working as an Electronic Integrated Systems Mechanic, WG-2610-13, and must possess the craftsmen knowledge and skills level as required for planning, accomplishing, and maintaining a functional shop maintenance program. Experiences included the ability to plan and complete assigned mechanic shop work. Skilled in completing tasks and works well with others to complete the work. Skilled and knowledgeable of the required and appropriate maintenance procedures to ensure the accurate and efficient completion of work activities. Experienced in estimating manpower, equipment and material requirements involved to finish assigned work or special projects. Experienced in devising and maintaining all program plans and records. Skilled in delivering surveillance and troubleshooting techniques. Capable of independently determining levels of maintenance and necessary repair procedures. Skilled in planning, organizing, and directing shop maintenance programs/procedures. Experienced in determining various approaches, methods, and courses-of-action required to effectively and efficiently accomplish the mission work. Skilled and articulate in providing recommendations to supervisors in regard to personnel actions, such as performance appraisals, awards, position descriptions changes, disciplinary actions, or leave requests. Skilled in implementing environmental safety requirements and identifying equipment handling concerns that resulted in observed safety and housekeeping practices. Experiences included compliance with wearing the appropriate safety equipment and following pertinent safety precautions. Abel to complete operational checks, inspections, tests, trouble shooting, removal and replacement of line-replaceable-units which are linked with integrated systems and line-replaceable-units which are independent or associated with nonintegrated systems. Skilled in solving complex problems by analyzing installation, circuitry, and operating characteristics of the systems. Experienced and skilled in completing technical order compliances, completing component and system modifications, and performing thorough system checks for correct operations. Experienced in performing installations, modifications, overhauling, maintaining, troubleshooting, repairing, rebuilding, aligning, and calibrating complete electronic avionics multi-system controls. Experienced in evaluating operational characteristics of the integrated systems by observing and analyzing waveforms, voltage, current, power indications, computer registers and printouts. Skilled in reviewing and analyzing maintenance data; determines if criteria are sufficient to provide adequate test, troubleshooting and repair procedures; devises and recommends tests, procedural changes, or data corrections.
