Summary This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until May 3, 2024. The initial cut-off date for referral of eligible applications will be April 5, 2024, with subsequent cut-off dates on the end of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled. Responsibilities This position serves as a journeyman electrician in the Maintenance & Repair (M&R) Section of Facilities Management Service and is required to perform maintenance and installation of electrical equipment and systems throughout the VA New Jersey Health Care System. The incumbent works with new and existing electrical lines, circuits, systems, fixtures, controls and equipment. This position is responsible for installing, modifying, repairing, maintaining, troubleshooting, and testing, new and existing electrical wires, circuits, systems and associated fixtures, controls, and equipment. Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and lay out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment and controls; Interprets basic electronic terms and symbols when reading technical/system diagrams and schematics; Applies a variety of electrical formulas, tables, charts, and color codes in order to mount, ground and install wiring and equipment for electrical/electronic systems; Determines and places distribution panels, boxes, fittings and connections, and installs wiring couplings, conduit, relays, fixtures, transformers and other electrical devices; Inspects electrical components, such as transformers and circuit breakers; Identifies electrical problems using a variety of testing devices; Interprets and applies state and local building regulations based on the National Electrical Code; Traces hard-to-locate defects or problems associated with the completion of repairs and installations; Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm Position Description Title/PD : Electrician/PD01368A Physical Requirements/Working Conditions: Must bend, kneel, climb and work in tiring and uncomfortable positions for extended periods of time. Frequently lifts, carries and sets up heavy parts and equipment. May be subject to noise, odors and fumes. Makes repairs and installations from ladders, scaffolds and platforms often in hard to reach, confined spaces requiring frequent standing, stooping, crouching, crawling, climbing, balancing, stretching, etc. Frequent lifting/carrying of tools, equipment, materials weighing up to 50 lbs. Occasional lifting/carrying of items weighing over 50 lbs. Is subject to burns, cuts, bruises, falls and exposure to a variety of weather conditions when working outside. Must be aware of safety hazards and take proper action to avoid them. Uses protective clothing and safety equipment when required. Must on occasions, work in and around patients areas with various health conditions and hazard exposures. Uses protective clothing and safety equipment when required. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. DRIVER'S LICENSE REQUIREMENT: Applicants must possess a current, valid State driver's license. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education Additional Information This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy).
