Duties This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Must be able to obtain and maintain the appropriate SECRET security clearance for the position. Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. Loss of military membership will result in immediate loss of your full-time military technician position. Must possess a valid PR State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives. Federal employment suitability as determined by a background investigation. Participation in direct deposit is mandatory. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Enlisted currently serving members of the Puerto Rico Amy National Guard. Area 4 = Enlisted Prior (former) members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become an Enlisted of the Puerto Rico Army National Guard. DUTIES: As a EDUCATION TECHNICIAN (D), GS-1702-7, you will perform a variety of administrative and office management duties, in support of the education and incentive programs and also to provide information to qualified personnel. TEMPORARY PROMOTION / INDEFINITE: This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. PHYSICAL DEMAND: The work is mostly sedentary. No special physical demands are involved. There may be some walking, standing, bending, or carrying of light items. WORKING ENVIRONMENT: The employee works in an adequately lighted and ventilated office environment and observes normal safety precautions. GENERAL EXPERIENCE: Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Applicantmust possess at least ONE (1) year at next lower-level GS-06 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as obtaining and providing career training; performing a variety of administrative functions in support of the Education Services Programs; administering tests; assuring tests are conducted in accordance with standard procedures; monitoring expenditures and obligations against allotted budget; preparing requests for contracts using established procedures and readily available information; receiving and processing invoices from institutions; maintaining records in accordance with prescribed procedures; and preparing quarterly reports and audits regarding test; providing information and briefings concerning educational services and assisting personnel in the definition of educational goals or weighing various educational options. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester's hours or 20 classroom hours of instruction per week) for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
